About the Community Development Commission

The CDC is dedicated to creating housing opportunities, in thriving and inclusive neighborhoods, for all. It is governed by the Sonoma County Board of Supervisors, acting as the Commissioners of the CDC, and the Community Development Committee (Committee) which acts as an advisory group to the Commissioners. The Committee reviews and makes recommendations on policy and funding matters to come before the Commission. The CDC's core service areas include: Affordable Housing Production, Preservation, and Rental Assistance. The CDC is a separate entity from the County of Sonoma and not within the Sonoma County Civil Service System. About the Position Reporting to a Community Development Program Coordinator, this position will work with a direct team of five others, including another Community Development Program Technician II and accounting staff, as part of a larger division of approximately twelve employees. The lead responsibilities of this position are to review and analyze program requirements related to the applicable funding program used to fund the affordable housing project, prepare for, schedule, conduct and monitor affordable housing compliance. The primary daily tasks will include:

  • Reviewing the monitoring schedule
  • Scheduling monitoring reviews/site visits with property owners/managers
  • Conducting on site visits and reviewing files and documents to determine compliance with regulatory agreements
  • Following up with any identified noncompliance for correction
  • Reviewing monitoring documents submitted electronically
  • Filing documents, maintaining files, and providing related compliance technical assistance to owners/property managers
The individual selected for this position will initially be cross-trained by other staff and will work closely with others during this period. After an initial training period, this position will assume responsibility for scheduling and conducting affordable housing monitoring per CDC policies. Monitoring is usually implemented in consultation with other team members, but it can also be carried out independently. Any matters of noncompliance will be discussed with the supervisor/manager for enforcement.

The position will have a primary desk at the main office of the CDC and will make field site visits regularly to conduct compliance monitoring. This is a full-time, year-round position and the hours of work are generally Monday through Friday, from 8am to 5pm. No weekend or holiday work is necessary. There are generally peak periods in December and July each year. Office attire is business casual.

In addition to being a self-motivated team player with professional presence, be detail oriented, and have a positive attitude, the ideal candidate will possess:

  • One or more years of recent work experience in affordable housing
  • Knowledge and education in the fields of affordable housing administration and compliance with government regulations
  • The ability to interpret federal regulations, local policies, and laws
  • Excellent writing and communication skills, including the ability to communicate effectively with diverse, underserved populations
  • Intermediate skills in Microsoft Office software, including Outlook
  • The ability to multitask and work in a busy office environment
  • Empathy as they will be working with very low income, vulnerable, and diverse community members

This recruitment is being conducted to fill a Community Development Program Technician II - Compliance position in the Community Development Commission. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list. Minimum Qualifications

Experience and Education: Any combination of experience and education which would provide the opportunity to acquire the knowledge and abilities listed herein. Normally, this would include one year of work experience performing responsible clerical or general administrative support duties, and six months of experience equivalent to performing duties as a Community Development Specialist I and academic coursework in public administration, business, accounting, or related fields.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Bilingual Designation: Designated positions may require the ability to speak, read, and write a language in addition to English.


Knowledge, Skills, and Abilities

Knowledge of: basic mathematics; English grammar, vocabulary, spelling, punctuation, and composition; methods and techniques used in researching, proofing, evaluating, and gathering information; organizing and presenting data in a report format to the public; the purpose and processing of a diversity of forms and documents related to federally assisted housing programs.

Ability to: follow oral and written instructions; establish, organize, revise, and maintain program and project files; establish and maintain effective working relationships with clients, employees, supervisors, community organizations, and the general public; analyze situations and adopt effective courses of action within established procedures; communicate effectively verbally and in writing with individuals from diverse socio-economic and cultural backgrounds; perform assigned technical tasks and routines; maintain confidentiality of restricted information; maintain records and prepare reports or correspondence; use electronic information equipment and department-specific systems; enter data accurately; work independently in performing assignments and in resolving problems within established procedures; function effectively in a system with strict guidelines and constant changes; monitor standard contracts for service, including processing reimbursement requests; and effectively organize and manage assigned workload.
