Authority Coordinator, Defense Security Cooperation Agency (DSCA); Ukraine Security Assistance Initiative (USAI)

About the Project

Dexis is seeking a qualified Authority Coordinator for the Ukraine Security Assistance Initiative to support ongoing work with the Defense Security Cooperation Agency (DSCA). This role is part of a large contract that provides a broad range of assessment, monitoring, and evaluation (AM&E) support including desk and field research, analysis, data collection and visualization, strategy development, policy writing and coordination, and AM&E capacity building. This role is embedded within a client office in Arlington, VA and may be eligible for telework pending client approval.

Authority Coordinator(s) are the lead for specific authorities and represent the contract with the various stakeholders relevant to the authority. The Security Cooperation authorities that the contract supports, either in whole or in part are:



  1. Section 333 (Global Train and Equip),
  2. Section 332 (Institutional Capacity Building or ICB),
  3. Section 341 (State Partnership Program),
  4. Section 342 (Regional Centers),
  5. Section 345 (Regional Defense Fellowship Program),
  6. Section 401 (Humanitarian and Civic Assistance),
  7. Section 2561 (Humanitarian Assistance),
  8. Section 407 (Humanitarian Mine Action),
  9. Section 2557 (Excess Property Humanitarian Donations), and
  10. Section 402 (Denton Transportation);
  11. Section 1263, as amended (Maritime Security Initiative, or MSI);
  12. Section 1250 (Ukraine Security Assistance Initiative, or USAI);
  13. Section 1210 (Legal ICB), and
  14. Section 1334 (Women, Peace, and Security).


Responsibilities

Authority Coordinators serve as the technical representative of the contract to the authority, and represent the needs, requirements, and plans of the authority to the contract. They advocate and ensure the larger contract develops and supports the needs of the authority and we coordinate authorities and assistance when applicable. Their role and support to the specific authority is primarily with AM&E and includes:



  • Providing guidance and assistance in the development and implementation of AM&E activities, including frameworks, logic models, strategic indicators, monitoring plans, etc.
  • Developing and presenting briefings, memos, and other written products to senior leaders in the security cooperation community.
  • Supporting development and refinement of AM&E products.
  • Provide day-to-day research, analysis, and program support services.
  • Manage AM&E projects and tasks.
  • Support continued development of AM&E processes and procedures.
  • Represent the GAME contract and team with each authority.
  • Ensure templates and completed products are leveraged and saved in correct locations of analysis; are leveraged for relevant analysis and planning; and are shared appropriately.
  • Ensure products are aligned with the needs of each authority and made useful, being a value to the government office


Qualifications



  • a Bachelor's degree;
  • 3 years of experience planning, designing or implementing assessment, monitoring and evaluation programs or projects;
  • 3 years of experience planning, executing, or overseeing policy or guidance for SC activities implemented under of the aforementioned authority Ukraine Security Assistance Initiative, or USAI. This may include work with Ukraine focusing on security activities, EUCOM, audits, and/or the Presidential Drawdown Authority (PDA)
  • At least 8 years of relevant experience
  • an Active Secret clearance


Preferred Qualifications



  • Experience with SharePoint, MS Planner, MS Office
  • Experience briefing at the General Officer level
  • Experience writing for DoD

Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.

Dexis pay range for this role:
$111,000 $134,000 USD
