The Human Resources Department (County HR) is a team of 60+ employees who provide human resources and risk management services to 32 agencies, departments, and special districts th at employ 4,700+ positions. These diverse services include benefits, classification plan management, recruitment and examination, countywide training, employee and labor relations, equal employment opportunity, HR information systems, occupational health and safety (OHS), risk management, and workplace violence prevention. The Occupational Safety & Health (Safety) Unit

As an integral part of the County HR team, the County Safety Manager leads a team of two professional and one technical support staff in the coordination of a broad range of diverse county-wide OHS and loss prevention programs and initiatives such as Construction Safety, Driver's Safety, Emergency Action Planning, Ergonomics, Hazard Communication, and Injury and Illness Prevention. The Safety unit provides consultation and training, working closely with agencies, departments, and special districts to develop and maintain operation-specific safety programs. The team also works to:
  • Collaboratively problem-solve with department safety coordinators to address emerging safety concerns
  • Research, interpret, and apply regulations and policies on a wide range of OHS topics to implement better practices and program improvements
  • Ensure the appropriate tracking and documentation of program design and regulatory compliance
  • Develop, conduct, and facilitate various training programs for managers, supervisors, and employees
  • Prepare written recommendations and reports, and manage consultant contracts for OHS-related services

County Safety Manager Responsibilities

Through consultation, analysis, and recommendations, the County Safety Manager is a position of authority that works collaboratively with other managers within HR and across the organization to address and resolve safety challenges per applicable state and federal laws and regulations, County guidelines, policies, procedures, and Memoranda of Understanding (MOUs). Reporting to the Deputy Director of the Risk Management division, the County Safety Manager i s expected to work independently and exercise considerable discretion. Additionally, k ey responsibilities of the position include:
  • Mentoring and providing guidance on the effective interpretation and application of regulations and policies on a wide range of OHS topics
  • Creating strong working relationships and fostering a positive work environment for the Safety team and the Sonoma County Safety Council
  • Using data to inform strategies designed to keep people safe, maximize impact, and reduce risk throughout the County organization
  • Performing general administrative management duties including budget and contract management; and hiring, training, and conducting employee performance management activities
  • Contributing to the overall leadership of County HR's team
What You Bring

As our ideal candidate, you can adapt to changing environments and the organizational needs of a wide variety of clients who work in service to the community. You are extremely familiar with current OHS practices and programs, especially Cal-OSHA regulations and compliance guidance. You also bring to this position your solid risk management skills and:
  • Ability to verbally and in writing explain complicated regulations and interpret them into appropriate safety programs
  • Multiple years of experience managing a broad range of OHS programs and implementing sustainable safety management systems
  • Sound judgment, and ability to assess risk and make actionable recommendations on complex safety issues, situations, and programs
  • Effective listening, communication, and presentation skills in order to engage with diverse groups of stakeholders
  • Experience working in a fast-paced environment that requires frequent shifting of competing priorities
  • Ability to lead a team in providing exemplary customer service
The position's hours are typically Monday through Friday, from 8:00 am to 5:00 pm and work is primarily performed in an office environment. However, depending upon operational needs, this position must also be willing to work outside of typical hours, during emergencies or critical events. Evening or weekend work may occasionally be required to respond to urgent issues or meet the operational needs of customer departments, i.e., 24-hour facilities or remote locations. Risk assessments may occasionally require working outdoors in inclement weather. Flexible scheduling, including minor adjustments to daily start and end times and/or a 9/80 schedule, and up to 50% telework may be available following the completion of the probationary period.

While not required, certifications in OSH, risk management, environmental health and safety, or related fields are desirable.

Minimum Qualifications

Any combination of course work, training, and/or work experience which clearly demonstrates possession of the knowledge and abilities listed. Normally, this includes:

Experience: Four years of professional level experience working with occupational safety and health programs, workers' compensation, casualty or employee benefit insurance, or loss control programs, preferably with a public agency and/or in a risk management program. This should include substantial experience directly related to area of assignment.

Education: completion academic course work in public administration, business administration, accounting, law, economics, safety, industrial engineering, risk management, and/or other related courses. A bachelor's degree related to one of these fields is highly desirable.

License: Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.


Knowledge, Skills, and Abilities

Thorough knowledge of: principles and practices, legal statutes, civil procedures, and administrative regulations relating to disability management, workers' compensation, liability, occupational health and safety, employee benefits and insurance, and related non-monetary compensation; claims adjusting, investigation, and administrative techniques necessary to carry management of claims from initial report to settlement or closure.

Considerable knowledge of: medical and technical terminology used in individual injury cases; operations and functions of County government including budget methods, program analysis, employee relations, and group dynamics; written and oral communications including language mechanics, syntax and English composition; research methodology, report writing, basic statistics, and actuarial principles and appropriate applications; modern office methods, procedures, and computer applications related to work, including methods of graphical presentation; management of electronic database systems; and principles and methods of supervision and training.

Ability to: manage and direct a major risk management function; direct, supervise and train employees; use judgment and discretion to integrate technical knowledge with interpersonal and communication skills dealing with the public, County management personnel, employees, attorneys, medical providers, and others in a manner consistent with the policies, practices, and procedures of the organization; research, understand, interpret, and apply specific rules, laws, ordinances, and policies to applicable risk management programs; plan and organize research and statistical reports relating to various aspects of risk management, budget, general management matters; evaluate results and recommend corrective measures using principles of inductive and deductive reasoning; and where applicable, effectively present conclusions before advisory and policy bodies; organize, develop, and prepare claims for assignment to counsel, trial and pretrial conferences; prepare informational materials, brochures, and newsletters to relate complex regulations and data to employees and officials; organize and develop effective programs for the reduction of occupational hazards and accident prevention; facilitate consensus and negotiate resolution of complex problems involving a variety of claimants, individuals, employee groups, consultants, carriers and service providers; analyze situations and adopt effective courses of action working independently and with either oral or written direction.

The selection procedure will consist of the following examination:

An Application & Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position. Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application & Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.
