Job Summary

Manages,prepares, allocates and oversees all aspects related to the Center's budget. Tracks, monitors and reports the variances throughout the fiscal year to ensure expenses are within budget. Addresses and communicates any budget issues and assists in the implementation of accounting guidelines and rules. Prepares multiple financial reports to internal and external sources. Prepares and reviews the monthly reconciliation and financial transactions to ensure accuracy and compliance and addresses noted issues accordingly. Serves as liaison to departments in requesting new or increased fees for auxiliary related programs or projects, and requests the establishment of new accounts.

  • Prepares and allocates the Center's annual. Monitors and tracks variances, submits variance analysis report of revenues and expenditures, prepares year-end forecast of revenues and expenditures for E&G, Auxiliary, Concession and Foundation. Projects potential year-end carryforward of E&G (State Appropriations) and submits requests to appropriate area. Manages Foundation and other Center's operational budgets. Analyzes current and past financial trends to develop short- and long-term forecasting of enrollment and tuition/student fee revenues as well as expenditures regardless of funding sources..
  • Reviews and approves non-research financial transactions initiated in PeopleSoft Financials by College personnel to ensure budgetary and regulatory compliance, and fiscal accuracy.
  • Maintains access to highly confidential information regarding sensitive financial, salary, discipline and appointment information for the Center's employees. Exercises good judgement and represents the Center's in a professional manner at all times. Handles all information and data in accordance with established rules and policies of the University, the Board of Trustees, the State of Florida and the Federal Government.
  • Determines financial impact of new legislature related to state appropriated funds and tuition.
  • Approves payroll transfers and other cost transfers for non-research funds.
  • Maintains and monitors sub-budgets. Tracks and monitors Auxiliary fee revenues and recalculates to test for completeness.
  • Manages revenue collection and processing from internal and external constituents.
  • Reconciles all source student fee generated revenue accounts against course enrollment detail accounting entries.
  • Manages DSO Reimbursements by departments.
  • Serves as liaison between the Center and Controller's Office regarding the Merchant Credit Card, in order to ensure program initial set-up and oversee its continued progress. Completes and submits the annual industry required questionnaire to attest that the Center is in compliance with industry standards applicable to the University.
  • Develops and maintains budget allocation model, control total reconciliation of Centers expenditure budget of E&G, Salary/Position detail matrix, monthly reporting of revenues and expenditures for management review and distribution and other data for presentation and reporting purposes. Responsible for preparing reports.
  • Develops, maintains, and communicates financial procedures, presentation materials, and related training materials, and ongoing budget updates.
  • Monitors budget allocation and identifies adjustments as needed, obtains appropriate approvals and initiates/creates corresponding transfer budget entries.
  • Oversees and calculates quarterly, the faculty research salary savings (salary cost recovery).
  • Works with pre and post awards on the fiscal components of grants that are under the Center.
  • Interprets fiscal and accounting administrative rules and policies and recommends new and improved programs to manage effectively fiscal and accounting administration. Provides counsel and recommendations to the Director. Resolves specific fiscal, accounting and operational problems and disseminates information in regards to university rules, regulations, policies and contracts.
  • Performs and reviews monthly reconciliation of E&G, Auxiliary, Foundation, Concessions, DSO, Carryforward, Scholarships, Start-Up, and Research Salary Savings. Monitors activity in the F&A to ensure usage of funds within allotted period.
  • Produces monthly partial financial statement of the Center's FIU Foundation accounts and disseminates accordingly.
  • Supervise staff associated with the administrative department.
Minimum Qualifications

  • Bachelor's degree in related discipline and four (4) years of experience in associated discipline or Master's degree and two (2) years of experience in related field.
