Cambria County Children and Youth Services (CYS) is looking for a County Fiscal Officer 2 to serve as the lead fiscal professional within our agency. Our mission is to utilize existing resources in an effective and efficient manner in the identification, investigation, and prevention of abuse and neglect of children in Cambria County. DESCRIPTION OF WORK

As a County Fiscal Officer 2, you will be responsible for supervising and training agency fiscal staff as well as reviewing and monitoring daily tasks and assigned projects. Work includes preparing the agency's state budget for CYS and Juvenile Probation expenditures and revenues as well as preparing the county budget and all related fiscal and revenue reports required by the County Commissioners and County Controller. You will have the opportunity to assemble the agency's budget by reviewing previous expenditures, analyzing program changes, and projecting estimated costs based on funding requirements. This position is also responsible for overseeing oversee all grants obtained by the agency, ensuring regulations governing each are followed, and preparing all financial reports for submission to the state offices. A comprehensive knowledge of all federal and state regulations governing the various funding streams is essential for this position.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a County Fiscal Officer 1; or
  • Four years of accounting and/or budgetary experience and a business-related associate's degree that includes six college credits in accounting; or
  • Two years of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.

  • Hiring preference for this vacancy may be given to candidates who live within Cambria County. If no eligible candidates who live within Cambria County apply for this position, candidates who reside in other counties may be considered.
  • You must be able to perform essential job functions.

Legal Requirements:

  • A conditional offer of employment will require a medical examination and drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
