Residential Operations is part of Housing, Dining, and Auxiliary Enterprises (HDAE). Residential Operations maintains properties consisting of residence halls, single student apartments, family student apartments, and dining commons serving over 11,000 undergraduate and graduate students, faculty, and staff. In addition to providing service to residents, Residential Operations maintains facilities that include conference centers, office spaces, and short term lodging and housing facilities. Brief Summary of Job Duties:

The HR Supervisor oversees the human resources and payroll activities for Residential Operations and Transportation & Parking Services employees, including analytical support to the Director and Associate Directors. Assesses and analyzes diverse situations and information promptly and accurately. Determines the most effective and efficient course of action, utilizing in-depth knowledge of human resources concepts, and advises all levels of staff and management accordingly. Utilizes a high level of confidentiality and political acumen. Provides leadership, sets priorities, recruits, interviews, hires, trains, directs, disciplines, and evaluates five FTE. Responsible for assignment of duties and distributing workload to five FTE.

Qualifications:

Required Qualifications:

  • Bachelor's Degree in related area and / or equivalent experience / training.
  • 4-6 years in HR or related field.
  • 4-6 years supervisory experience.
  • Ability to use sound judgment in responding to issues and concerns.
  • Solid communication and interpersonal skills to communicate effectively with all levels of staff, verbally and in writing.
  • Solid organizational skills and ability to reprioritize with demanding timeframes.
  • Working knowledge of common organization-specific and other other computer application programs.
  • Ability to use discretion and maintain confidentiality.

Job Functions and Percentages of Time:

  • 50% HR Administration/Supervision - Provides guidance and analysis to all levels of staff and management on all personnel issues. Develops and maintains personnel and administrative support systems within ten units comprised of approximately 285+ career staff and 125+ limited/seasonal and student staff. Serves as the department's liaison with campus HR and Business & Financial Services on all matters pertaining to human resource management, payroll, and benefits. Recruits, interviews, hires, trains, provides leadership, directs, disciplines, and evaluates five FTE. Responsible for assigning duties and setting consistent work priorities for payroll and services, ensuring a high level of service for staff. Administers unit classification & compensation actions, performance evaluations, and employee records management. Researches and analyzes compliance issues. Possesses thorough knowledge of labor laws such as the Fair Labor Standard Act (FLSA) and Family Medical Leave Act (FMLA), as well as UC policies and procedures in order to maintain compliance. Utilizes in-depth knowledge of applicable collective bargaining agreements (CBU's) and Personnel Policy to advise supervisors and management on appropriate actions. Oversees recruitment & employment actions for all areas. Advises on job description updates, special conditions of employment, and advertising for each recruitment. Reviews applications and resumes for a full range of staff positions and advises on the interview process. Coordinates recruitment process with Human Resources, including arrangements for interviews, extension of job offers and salary negotiations, background checks, exceptions to open recruitment, recall, and preferential rehires. Responsible for IRCA compliance. Ensures new employee orientation and enrollment in benefits. In consultation with supervisors, draft updates to job descriptions reflective of current duties. Creates new job descriptions. Determines data sources and researches comparable positions and issues of salary and equity. Initiates department classification procedures and reviews in consultation with Compensation. Acts as principal liaison with the HDAE Learning & Development group, working toward creating a knowledge and learning environment that significantly improves the organization. Assists with the design of programs and curriculum based on individual or group needs, ensuring suggested programs are aligned with the organization's business objectives and values. Assesses programs, training curriculum, and individual skills and helps identify knowledge and program gaps and educational and training needs.
  • 20% Payroll & Benefits Administration - Establishes and monitors procedures to ensure the strictest accuracy over the computation, accounting, and submittal of payroll for overtime, time on call, comp time payouts, retroactive pay adjustments, time reductions, loss of pay, workers' compensation and disability transactions, benefits and income tax adjustments. Ensures the implementation of merits, range adjustments, and other compensation adjustments occur in accordance with contract agreements or personnel guidelines. Supervises the collection, accounting, and safekeeping of daily, weekly, and monthly time and attendance records submitted by approximately 285 career employees and 125+ student staff. Participates as a team member with Enterprise Technology Services and Business & Financial Services to identify issues with Kronos and unit business practices and implement modifications to resolve them. Establishes useful reporting standards for managers. Provides for reasonable separation of duties between tasks to adhere to audit standards.
  • 15% Reports & Special Projects - Prepares a variety of periodic and special reports; collects data, researches topics, gathers information in the completion of studies and makes recommendations based on studies regarding personnel policies and procedures. Recommends new approaches, policies, and procedures to improve departmental processes continually. Recommends and assists in implementing goals and objectives for areas of assigned program and team responsibilities; establishes schedules and methods for achieving assigned work objectives.
  • 15% Health & Safety Programs - Responsible for Housing health and safety programs that reflect federal, state, and local code compliance, and acts as department liaison with EH&S. Coordinates with EH&S on safety compliance and provides technical oversight for evaluations. Collaborates with the Housing Maintenance team to integrate all program requirements into existing chemical and industrial hygiene programs, fire code compliance, Injury and Illness Prevention Program, and others as appropriate. Responsible for safety training and development for departments, including but not limited to first aid, CPR, ergonomic/back safety, personnel protective equipment, shop safety, lead and asbestos training, and others. Reviews commercial training materials for appropriateness to target audiences.
