Position: Early Childhood Professional Development Support Specialist
Department: Early Learning | Child Care Resource & Referral
Location: Clatsop Service Center
Reports To: CCRR Director
Compensation: Classified Salary Schedule, Range N $25.21 - $30.13 per hour; DOE
FLSA: Non-Exempt
Bargaining Unit: Classified, OSEA
FTE: 1.0/ 220 days per year

NW REGIONAL ESD'S MISSION STATEMENT: In partnership with the communities we serve, Northwest Regional ESD improves student learning by providing equitable access to high quality services and support.

GENERAL DESCRIPTION:
This position is responsible for supporting early childhood professionals and increasing
access to high quality, culturally responsive childcare in Clatsop, Columbia and Tillamook
counties. This will include coaching and mentoring to child care providers and early
childhood educators; addressing professional development requirements, parent
communication, business/marketing skills, and state child care regulations. Also
responsible for answering questions received through the Child Care Resource &
Referral (CCR&R) phone line, responding to questions related to child care subsidies or
other areas pertinent to the work of the CCR&R. The position requires working with a
culturally diverse population of providers, families and employers.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. 1. AA degree in Child Development, Family Studies, or related field preferred;
OR Step 9 or above in the Oregon Registry required
2. Bilingual English/Spanish written and verbal, including ability to deliver training
in both languages preferred
3. Clearance in Oregon Central Background Registry
4. Experience with center-based child and family care, preferred
5. Familiarity with Oregon Professional Development Registry and Oregon's QRIS system preferred
6. Valid Oregon driver's license
7. Available transportation and proof of auto insurance.

KNOWLEDGE, SKILLS, and ABILITIES:

1. Ability to communicate effectively, both verbally and in writing
2. Excellent presentation skills, including development and delivery of trainings
3. Knowledge of childhood care and education system
4. Knowledge and experience working within Oregon's Early Childhood systems (i.e.
resource and referral, Oregon registry, etc.)
5. Intermediate proficiency in Microsoft Office and Google based applications
including word processing, spreadsheets and database entry and queries.
6. Computer literacy including: web based meetings, email, data entry, word processing

ESSENTIAL FUNCTIONS: Include the following. Performs some or all of the following tasks. Other duties may be assigned. The duties listed below are not inclusive but characteristic of the type and level of work assigned for this position.

A. Answer the Child Care Resource and Referral phone line; Provide technical
assistance, general information, referrals including follow-up with parents,
providers and the community
B. Enter data and maintain databases
C. Develop written and visual materials on quality child care issues
D. Provide presentations to employers, employee groups, community groups, parents
and child care providers on the topic of quality child care and family-friendly
workplace policies Conduct follow-up evaluations of trainings
E. Recruit and train childcare providers
F. Recruit child care providers for participation in professional development
opportunities available through agency and Child Care Resource & Referral
program
G. Contribute to, and/or edit articles for the parent or provider quarterly
newsletters.
H. Produce reports required for evaluating program effectiveness and funding
requirements; participate in ongoing evaluation of program effectiveness
I. Assist in development of quarterly and annual training plan
J. Work with Focused Child Care Network Participants to implement quality
standards; this includes recruiting Focused Network participants and providing
individual coaching for participants as needed
K. Provide individual coaching for Focused Network Participants, and other providers
as needed
L. Recruit Quality Rating and Improvement System participants and provide support
to early learning programs working towards a Star rating in Oregon's (QRIS)
M. Work collaboratively with community partners to advocate for increased
availability and quality of early learning programs in the region
N. Attend county early childhood advisory committee meetings as required
O. Support early learning professionals in developing individual Professional
Development Plans including navigating the community college system
