They are accountable for the oversight and approval of facility management and maintenance activities for all sites within the sub-market (largely executed on a day-to-day basis through a third-party FM partner). Additionally, the AM provides local support and feedback on local business requirements to Global and NI RE as well as Central RE functions such as Space Management (support Space Planning), Workplace Strategy, Sustainability (energy use, growth & green energy contracts), Strategy & Portfolio (portfolio optimization), Project Delivery (construction/demolition site logistics) and IT to support execution of internal Nokia projects of varying scope/size, including facilities support of construction projects, local IT project rollout, portfolio strategy development and continuous improvement. Area Managers play a critical role in communicating, supporting, and enabling Nokia's Workplace strategy in their sub-market, in conjunction with other People functions (People Experience etc.).

The Northeast US sub-market currently comprises one major multi-building campus in Murray Hill NJ (1.5M SQF) and smaller but critical locations such as Westford MA, Raleigh NC, New York NY, etc. In NJ, a multi-year project is underway to sell the current campus and relocate to a build to suit 10 story (350K SQF) building in New Brunswick NJ. This role will be part of the project team that manages the project.

Single point of contact on all site real estate matters with BG leaders, lab owners and other management teams within the Northeast US sub-market and cross functional stakeholders (Health & Safety, IT, People (HR), Legal & Compliance (L&C) etc.).

* Responsible for the oversight and approval of the execution of all facilities site operations including the management of the third-party Facility Management provider(s).

* Acts as an interface to landlords and sub-tenants (where applicable) on facility related matters in day-to-day operations.

* Forecasts an annual Opex budget and tracks ongoing performance against the budget monthly. Develops cost saving proposals for the sub-market in line with global OPEX targets with support from the Market Lead, Asset Managers, L&C, and other collaboration partners. In conjunction with the NI RE Strategy and Portfolio (S&P) team, (as required), creates and presents proposals to BG leaders, Country Senior Officers (CSOs) and/or Country Leaders as appropriate to gain support/approval for the business case and required investment.

* Key participant in the development of business cases as part of regional strategy development and with the Project Management team (PMO) for Northeast US sub-market Capital projects. Leverages expert knowledge of local site conditions to assist in the development of the yearly Capex budget for facilities assets. Manages oversight of risk register for assets and prepares recommendations to support Capital Improvements at their locations.

* Provides expert local site and BG knowledge to support RE Asset Managers in regional site strategy development and execution.

* Provides critical support to the Project Management Office (PMO) team during execution of major projects (>100k Euro) in the sub-market. The Area Manager is often called on to organize local resources supporting project delivery and to act as the single point of contact to local BG's concerning project status and issues.

* Manages and delivers smaller (<100K Euro) site development projects for consolidation, refurbishment, functional changes, and life-cycle maintenance.

* Supports NI RE related Change Management activities on a site / project level.

* Manages Facility related Environment Health & Safety activities.

* Responsible for ensuring Nokia and 3rd party teams regularly review, maintain and report highly accurate real estate key performance indicators (KPI's) on location, building and space usage in compliance with corporate governance and SOX regulations. Serves as key escalation point in region to ensure high levels of data quality (completeness and accuracy) with respect to site space allocation by BG (office and lab space).

* Responsible for ensuring that all relevant regulatory filings (municipal, provincial and/or federal level) are prepared and submitted on time.

* Leads Real Estate Business Continuity Planning (BCP) and Disaster Recovery (e.g., Earthquake, Fire etc.) Participates in site-level BCP scenario testing activities. Key participant in ISO and other audits.

* Develop and provide Northeast US sub-market level real estate performance metrics (financial & otherwise), reports and analysis to the Market Leader including regular updates to key P&P tools such as OneTracker, bottoms-up yearly Opex budget and forecasts, Capital planning & tracking and other tools.

Minimum of 5+ years of Corporate Real Estate / Facilities experience is required. Preference will be given to candidates with significant experience managing large facilities that include significant research & development operations.

* Certifications (e.g., JMFA/IFMA Certified Facility Manager, etc.) are strongly preferred.

* A degree (BS/BA/B Comm/B Arch) or equivalent qualification in workplace (facilities) management or corporate real estate is desirable.

Knowledge, Skills and Abilities:

* Knowledge and experience of workplace planning, facilities management, and project management, understanding of the day-to-day operations of workplace facilities and proven success in meeting customer needs.

* A working knowledge of and experience with building systems including chillers, generators, UPS, lighting controls and Building Management systems.

* Strong and effective communication skills with the ability to target messages appropriately from working-level staff up to BG or site leadership.

* Experience with large enterprise (>1,000 HC) ERP systems, processes and flows for purchase order and invoice creation, management, tracking, approval, and goods receipt closure.

* Understanding of real estate financial and other performance issues and metrics; experience with taking responsibility for cost reporting and tracking; fluency in financial and budgeting processes.

* Ability to handle multiple and complex tasks simultaneously, site level resolution and escalation responsibilities, ability to set priorities and allocate resources as required.

* Strong leadership, management, influence, and technical skills.

* Fact and data driven logical thinking.

* Experience related to risk management, quality, safety, and compliance.

* Experience leading country/sub-regional real estate and / or facilities function at a global multinational company is a plus.
