TITLE

Enterprise Content Management (ECM) Administrator

JOB SUMMARY

The Enterprise Content Management (ECM) Administrator is responsible for administering and supporting the university's Enterprise Content Management system. They will setup, configure, manage and maintain the ECM environment, including configurations, business rules, process flow, data imports and translation, and all related documentation. Additionally, they will analyze business requirements to determine optimal technical solutions and lead enterprise-wide workflow development projects primarily utilizing the ECM system.

As a member of the IT Solutions (ITS) team, the ECM Administrator is expected to uphold the division's mission to "empower an agile, digital university and elevate technology as a strategic institutional asset" and contribute positively to a collaborative, human-centered, innovative, accountable, transparent, and inclusive culture within ITS.

ORGANIZATIONAL RELATIONSHIPS

Reports to: Manager of Digital Workplace Applications

Supervises: No supervisory responsibilities

ESSENTIAL DUTIES - May include, but not limited to the following:

Application Administration & Support (90%)



  • Uses accepted system administration and project planning methods to design, develop, test, implement, maintain, and support the university's major ECM system, interfaces, and related applications.
  • Administers, configures, maintains, and continuously improves all ECM-related components to meet current and future university requirements, including, but not limited to: document imaging, advanced capture, document/content management, import processes, workflows, and forms.
  • In collaboration with university partners, develops functional and technical requirements and interacts with other cross-functional teams to architect, design, develop, test, and deploy features.
  • Performs platform capacity planning and management, and recommends and implements appropriate solutions and enhancements to ensure peak system reliability and performance.
  • Writes and maintains clear technical specifications and documentation, and provide training to users and technical support staff, as appropriate.
  • Leads or participates in system testing during software and infrastructure upgrade cycles, following test plans and documenting results.
  • Provides high quality and timely application support, including responding to incident/ problem tickets and troubleshooting errors and issues with university ECM systems.
  • Works closely with product experience owners and project managers through all phases of software development lifecycle (SDLC) to ensure user experience design methodologies are included in software development.
  • Serves as a liaison between system users and vendors to manage issues through to final resolution.

Participation & Support (10%)



  • Maintains awareness of current practices and future trends in enterprise content management technologies and best practices.
  • Represents IT Solutions and participates in the campus community by serving on working groups, project teams, and university committees.
  • Performs other duties as requested.


EDUCATION

Bachelor's degree required. Additional job-related experience may substitute for the required education on a year-for-year basis.

EXPERIENCE

Three years of relevant experience in application administration (ECM and/or enterprise applications). Additional job-related education may substitute for the required experience on a year-for-year basis.

REQUIREMENT

Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.

Work is performed under general supervision and performance is based on the effective completion of assignments and results obtained. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures.

KNOWLEDGE, SKILLS, AND ABILITIES - The following are essential:



  • Experience developing and maintaining an ECM system, with experience in one or more of the following domains:

    • System administration in an enterprise-level product such as OnBase, ImageNow, Kofax etc.
    • Workflow configuration and design
    • Document and image import process
    • Form design

  • Awareness of software development and project management methodologies and best practices from requirements gathering through quality assurance.
  • Strong written and oral communication skills (including ability to present ideas in user-friendly, business-friendly and technical language) and interpersonal skills with a focus on rapport-building, listening and questioning skills.
  • Proven analytical and problem-solving abilities, including ability to anticipate, identify, and solve critical problems.
  • Ability to build effective relationships and strong commitment to working collegially and collaboratively with constituents at all levels in a diverse and distributed environment.
  • Ability to use a personal computer and other office equipment, including related university software and email.


Additional/Desirable Skills & Abilities



  • Familiarity writing and using Application Programming Interfaces (API)s in application development.
  • Advance capture or Optical Character Recognition (OCR) processing.
  • Hands-on experience with ECM integration and/or reporting.
  • In-depth knowledge of relational database concepts and design principles, and hands-on development experience using SQL, PL/SQL, and/or NoSQL.
  • Familiarity with the Windows and/or Unix and/or Linux server operating systems, including the file system.
  • Familiarity with agile methodologies.
  • Understanding of issues surrounding data security and best practices for balancing availability with security.
  • Experience in a higher education setting.
  • Familiarity with Texas Administrative Code (TAC 202).
