Job Summary

Central Washington University is recruiting a Human Resources Consultant Assistant 1 or 2 to join our Human Resources team in Ellensburg, Washington. We're offering a salary, depending on experience, from $38,004 - $50,328 annually or $43,716 - $58,380 annually plus the awesome CWU benefits.

The Role:

Dependent upon experience, this position will be hired as a HR Consultant Assistant 1 or a HR Consultant Assistant 2.

This position's primary responsibility is to respond to customer inquiries as the first point of contact to evaluate the request and assist as able or determine the best possible resource to resolve the issue as efficiently as possible, assist at the front desk, and provide office support to the department. This includes responding to inquiries for the department on policies and procedures with tier 1 and 2 questions, performing recurring and complex clerical assignments, and establishing and maintaining records. Also, supporting the human resource's function areas such as classification, employee notifications, compensation, leave management, reasonable accommodation, benefits, union/labor relations, training and development, and administrative support. and immigration processes. Provides recommendations regarding the development and administration of human resource processes. Job Duties

Front Desk Day-to-Day Operations:
- Answer tier 1 and 2 HR questions and provide information to customers (walk-in / phone / email) on topics including, but not limited to, policies and procedures, hiring process, training, benefits, HR systems and services, time and leave, supervisor and employee resources, MyCWU usage, training and development, onboarding and offboarding, FMLA, and university wide inquiries
- Assist with I-9 record retention, processing I-9's in accordance with federal requirements, and I-9 correspondence tracking and follow-up through completion and/or terminations.
- Resolve problems and respond to inquiries regarding rules, regulations, policies, department procedures, and department services
- Maintain HR Front Desk processes and systems to enhance HR knowledge base
- Review documents, records, or applications for completeness, accuracy, and compliance with rules; determine and explain action necessary to achieve compliance or approval
- Maintain strict confidentiality of clients and records.
- Monitor, update, and distribute various means of communication (i.e. outgoing mail, certified mail, priority express mail, email, website, chatbot, handouts, correspondence, etc.).
- Assist with ordering, receiving, and maintaining inventory as requested
- Ensure printer is functional and operational
- Open and close office for daily business ensuring office and files are secure
- Establish and maintain complex electronic, manual, and database file systems
- Prepare or assist in the preparation, compilation, and coordination of reports and records such as equipment usage, purchasing, inventory, personnel, scheduling, and registration
- Perform complex word processing tasks such as merging and sorting, spreadsheet, and data base files, uploading/downloading, and creating footnotes and outlines, typing and composing memos, letters and general correspondence
- Assist records retention with creating, maintaining and archiving HR files, such as: faculty and staff personnel files, benefits files, I-9 records, hiring search files, public access immigration files, student employee PERS waivers, etc.
- Maintain professional appearance of the office
- Ensure distribution of mail and correspondence

Assistance within HR Teams and Administrative Support:
- Assist HR Teams with overload tasks in various units. This may include any of the following areas: hiring, payroll, data management, immigration, budget, etc.
- Schedules and arranges meetings; makes room reservations and manages all arrangements for meetings and/or special events.
- Reads, understands, interprets, and applies information from contracts, and state, federal, and local laws, and regulations. Compiles data and prepares complex budget proposals for new, continuation and competitive renewals on contracts.
- Participates in developing budget and cost estimates and managing and distributing of funds.
- Assist with coordination of annual Employee Appreciation Ceremony; reserves room/technology/President's time; organizes staff for various activities; orders refreshments; determines employees to be recognized and send invitations as appropriate; troubleshoots problems or issues that arise regarding the event. Coordinates with employee recognition gifts. Produces and coordinates online venue in place of in-person events. Monitors event and group budgets and negotiates services and costs.

Immigration Processes:
- Liaisons with International Programs with candidates and employees who require immigration services.
- Communicates process requirements to employee, appointing authorities and responsible VP.
- Works with Special Assistant Attorney Generals to ensure required processes are up-to-date and processed effectively and efficiently.
- Communicates when issues arise. Informs and deploys processes throughout the university to ensure accuracy of process and information.

- Perform special projects, and administrative and research tasks as requested
- Other duties as assigned

Minimum Qualifications

HR Consultant Assistant 1:

  • Office experience and demonstrated ability to collaborate effectively in a team environment.
  • Excellent written, verbal and interpersonal communication skills, including ability to communicate clearly on complex issues to a wide variety of audiences.
  • Successful experience managing multiple priorities in a complex, fast-paced environment with excellent attention to detail, time management, and ability to prioritize conflicting and demanding deadlines.
  • Experience using Microsoft Office such as Word, Excel, Access, and Outlook.
  • Demonstrated willingness and/or experience working with students and/or co-workers from a wide range of abilities, backgrounds and experiences.

HR Consultant Assistant 2 (in addition to qualifications for HRCA 1:)

  • 2+ years' experience in Human Resources (or combination of experience and education).
  • Demonstrated experience in application of rules, policies, laws and logic experience which may include any of the following: Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), American's with Disabilities Act (ADA), Washington Administrative Code (WAC) and/or other associated state/local rules.
  • OR applicable combination of education and/or experience which demonstrates the ability to perform the essential functions of the position.

Preferred Qualifications

  • Bachelor's degree related to HR, business administration or closely related field.
  • Experience working with HRIS system.
  • HR Experience with Washington State agency or institution of higher education.
  • Life experiences that demonstrate an ability to contribute to CWU's commitment to inclusion and diversity.
  • Ability to incorporate multicultural perspectives and issues into everyday conversations.

Pay, Benefits, & Work Schedule

Salary: This position is based on the range 36 of the Washington State Classification Listing, which has a minimum annual salary of $38,004 and maximum annual salary of $50,328 (HRCA 1) OR the range 42 of the Washington State Classification Listing, which has a minimum annual salary of $43,716 and maximum annual salary of $58,380 (HRCA 2). In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position.

Schedule/Appointment: Monday - Friday, 8:00am-5:00pm (1 hour lunch)

Working Conditions: Work is performed in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer workstation for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required.
