Job Summary

The leader of the UCSF Enterprise Program Management Office (EPMO) directs a department that provides broad organization-wide services and frameworks with significant campus-wide and enterprise-wide impact. The EPMO's services encompass the planning and implementation of a wide spectrum of strategic, organizational and operational initiatives designed to transform and improve the efficiency and effectiveness of UCSF's operations. The EPMO leader makes decisions on organizational consulting matters and ensures achievement of objectives. The EPMO leader is viewed as an expert in business transformation, programmatic planning and execution, and regularly called upon to provide services to support initiatives related to strategic planning, business systems planning and implementation, process improvement, and organizational restructuring. The EPMO leader uses her/his/their deep expertise to influence multiple stakeholders at all levels to support and participate in the various business transformation initiatives underway at UCSF. While working in close collaboration with business owners and impacted stakeholders, the EPMO leader exercises senior management authority subject to broad review by the Senior Vice Chancellor in partnership with the EVP/Provost where education/research is involved. The EPMO leader serves as a member of the FAS Executive Team (the Senior Vice Chancellor's leadership team).

The EPMO leader is regularly consulted by UCSF leaders on issues in their own respective functional areas and participates with other senior managers to establish plans and objectives for organizational development, effectiveness and strategic planning. The EPMO leader is known within the broader UC community and called upon for input and counsel on EPMO type activities.

Manages directly, or though subordinates, a staff of approximately 15 department employees, and a portfolio of dozens of projects annually; extending leadership and governance influence to a number of employees throughout the enterprise who would be temporarily participating on programs led by the EPMO. EPMO leader is responsible for talent management, financial management (including core funded and recharge business), and of projects and programs managed by the EPMO.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF.

The salary range for this position is $157,700 - $382,900 (Annual Rate).

Department Description

The UCSF Enterprise Program Management Office (EPMO) is an internal business advisory unit of skilled professionals who provide consulting services to the UCSF campus. The EPMO prides itself on helping managers "put the pieces together" on projects that entail complex logistical, technological, process, and change management factors. The EPMO works with leaders and their department staff to implement both enterprise-wide and unitspecific operational initiatives. Since its establishment in 2002, the EPMO has been proud to provide high quality advice and assistance that supports UCSF leaders in achieving their goals.

EPMO Service Offerings
Strategic Alignment:
  • Supports broad business transformation and enterprise and function level strategic planning and deployment.
  • Facilitates process improvement and cross-departmental collaboration to achieve business goals. This includes Lean training coaching and implementation (Active Daily Engagement, Value Stream Mapping, Kaizen workshops, A3 Thinking, True North).

Portfolio Control:
  • Establishes capability and infrastructure to support and govern a cohesive project environment
  • Creates standards and project governance through portfolio management
  • Measures and values benefit realization

Project Oversight:
  • Achieve project deliverables and objectives for cost, schedule, resource utilization.
  • Project Management, Facilitation, and Change Management
  • Technology Systems Implementation (from Software Selection through System Go-Live)

Required Qualifications


  • 12-15+ years of relevant progressive experience.
  • Experience with ERP system development/implementation.
  • Advanced business operations/financial knowledge and experience.
  • Advanced knowledge of organizational consulting in a PMO or consulting environment, including practice management systems and value/benefit realization measurement.
  • Advanced knowledge of strategy development and deployment, systems planning and change management.
  • Advanced knowledge of organizational theory and ability to translate into practice.
  • Advanced project management skills.
  • Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques
  • Experience developing and managing a portfolio of large, complex programs with governance and working with executive leadership
  • Advanced business process analytic and decision-making skills.
  • Experience with improvement systems (i.e. Lean, Six Sigma)
  • Excellent skills in facilitation and influencing at the executive level.
  • Experience in department management, including personnel and financial management
  • Exceptional interpersonal and communications skills
  • Education: Bachelor's degree in related area or equivalent experience/training.

Preferred Qualifications


  • Masters in business administration or equivalent.
