Hiring Range
The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $95,600 - $181,800. The budgeted salary range that the University reasonably expects to pay for this position is $115,000 - $140,000.

This position is approved for a "Hybrid" work modality. Department expectations are for the new hire to work on-campus during onboarding/training/acclimation with eventual remote days of up to 2 per week (as business necessity allows). About the Job
The Senior Assistant Dean and Chief of Staff serves as a principal advisor to the Dean, Associate Deans, the Chairs of the seven academic (departments) program units, the Assistant Deans and Center Directors/Managers as directed by the Dean. Responsible for the strategic planning of the personnel, financial, administrative, and operational services of the School of Engineering (SoE). Establishes operational objectives, short- and long-range work plans, and delegates assignments to subordinate managers throughout the school. Manages, prepares, administers, and directs resources. Reviews and approves recommendations for functional programs. Monitors division and department adherence to approved budget. As senior leader in SoE, the incumbent is involved in developing, modifying, and executing organization policies that affect immediate operation(s) and may also have an organization-wide effect. Provides executive leadership and direction in the implementation of the school's personnel, finance, budgetary, administrative, and operational policies, and procedures. The Sr. Assistant Dean and Chief of Staff plays an integral role in the development of the Dean's short- and long-range goals and objectives and provides oversight to achieve goals in timely manner. Interacts with higher-level management on matters concerning several functional areas, and/or stakeholders.
Key Responsibilities:
- Strategic: Manages, plans, and administers administrative operations or general operations of the school. The incumbent: 1. Develops strategic resource models and concepts for use in support of long-range planning for the school; 2. Acts as a focal point for a wide variety of complex issues confronting the School; 3. Anticipates needs, identifies critical issues, performs, or supervises research and data collection, obtains advice and input from campus resources when necessary, and provides strategic direction and innovative approaches in problem resolution. Collaboration: Works in concert with the Dean, Associate Dean(s), and Assistant Dean(s) in formulating, planning, and implementing a variety of projects and dealing with School-wide issues. Collaborates with partners across the university as needed. Leadership: The incumbent: 1. Represents the Dean and the School on major campus committees and plays an integral role in the development of campus policies, systems, and procedures; 2. Makes decision on administrative or operational matters and ensures achievement of operation's objectives (operational and budget processes, academic and/or staff FTE, finance, human resources) that have impact across the school and its department.
- Management: The incumbent: 1. Has overall management responsibility for the school's resources, which includes the following function areas: IT, facilities, student services, contracts and grants, budgetary financial management, recharge administration and/or human resources; 2. In collaboration with Director of Administration and Operational Services, manages, plans, and administers administrative operations and general academic operations of the school and the seven academic departments, which includes Management of Complex Systems, Mechanical Engineering, Chemical and Materials Engineering, Bioengineering, Civil & Environmental Engineering, Computer Science & Engineering and Electrical Engineering; 3. Oversees and manages all budgets for the school, which includes all accounts for extramural (state, federal, contract) funds, gifts, foundation, state general and tuition/instruction funds, auxiliary funds, etc.; 4. Interacts with higher level management on controversial situations, customer negotiations, or influencing and persuading other policies and guidelines to carry out the school's mission for faculty and students; 5. Develops, modifies, and executes organization policies which affect immediate and long-term operation(s); 6. Manages the allocation of the Dean's multifaceted resources, and is responsible for the successful organization and administration of the school's complex fiscal activities; 7. Supervises the professional staff, and through them ensures the delivery of operational efficiencies and admin support, prudent financial use of administrative and financial information systems. Empowers staff and delegates as appropriate. Financial Resource Administration: The incumbent is responsible for managing all aspects of the College's financial resources and in carrying out this responsibility, will: 1. Supervises the Director of Finance and Budget; 2. In collaboration with Director of Finance and Budget, administers, monitors, and manages all funds and budgets under the School of Engineering and its departments; 3. Develops, implements, and monitors state-of- the-art systems to accomplish uniform budgeting practices; 4. Facilitates the development of business units, implementing standardized operating and reporting procedures; 5. Develops appropriate internal controls for fiscal administration; 6. Ensures compliance of all standard business policies, best practices, and processes, including purchasing, travel, ledger reconciliation, and cash management; 7. Develop timely and useful reporting models and reports that show trend analysis, forecasting, deficit prevention strategies and scenarios, and performance analysis.
- The Sr. Assistant Dean and Chief of Staff in collaboration with Director of Personnel, manages all aspects of academic and staff personnel to ensure appropriate staffing levels to achieve School-wide consistency in application of personnel policy; and maintains integrity of the school through management and oversight of staff. Academic Personnel: The incumbent: 1. Manages the faculty budgeting process, integrating it into the school's overall financial management plan; 2. In collaboration with Directors of Personnel and Administration and Operational Services, coordinates the allocation of resources and FTE in connection with academic recruitment, hires, promotions, merits, and separations; 3. In collaboration with Director of Finance and Budget Reconciles financial resources from student enrollments with instructional needs, including allocations of temporary lecturer and TA funds; 4. Coordinates the allocation of resources for graduate student support; 5. Projects and monitors salary savings, including savings from leaves, turnovers, and extramural funding; 6. Supervises the Director of Personnel, who manages recruitment, hires, promotions, merits, appraisals, and separations in accordance with Academic Senate and campus administrative policy; 7. Ensures compliance with union contracts, UC policy, and School policy; 8. Provides financial analysis of faculty salaries and initial complement offers. Staff Personnel: The incumbent: 1. Develops and implement cost-effective organizational strategies to deliver high-quality support to school programs; 2. Advances the affirmative action goals and programs of the school, the campus, and the University; 3. Maintains effective relationships with campus Human Resources departments; 4. Reviews and approves all staff personnel decisions and actions; 5. Addresses conflicts and performance issues, striving for positive resolutions and taking appropriate disciplinary actions where necessary; 6. Develop job descriptions, recruitment plans, selection criteria for key staff positions; 7. Evaluates, promotes, reassigns, dismisses key staff positions, including responsibility for actions related to union and labor relations issues; 8. Ensures that actions of supervisory personnel are in compliance with union contracts, UC staff personnel policies, and College policies and procedures, providing guidance, training, and counseling where necessary; 9. Develops and maintains effective staff incentive award program.

Qualifications
- Bachelor's degree from an accredited university in Business Administration, Public Administration, Economics, Finance, or related area, or equivalent experience / training; or
- Advanced degree in Education and experience equivalent to an MBA or related Master's degree (preferred); and
- Five years of directly related, progressively responsible experience in administrative operations, strategy, public administration, organizational development, or a combination of education, training, and experience (required).
- Advanced skills in strategy development, systems planning and change management
- Excellent leadership abilities to oversee multiple functions or departments through subordinate managers
- Advanced knowledge of administrative management theory and ability to translate into practice
- Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
- Excellent ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department.
