About the Position
The Deputy Program Manager will provide comprehensive management to one or more projects, while actively supporting the business development efforts of Dexis Professional Services (DPS), wholly owned subsidiary of Dexis Consulting Group (Dexis), with a focus on Institutional Support (ISC) projects for USG. Under semi-regular to moderate supervision, the Deputy Program Manager will provide oversight and coordination of project activities and deliverables, liaise with internal and external stakeholders, work independently to meet deadlines, and achieve project and division goals. The Deputy Program Manager will provide direct client and partner relationship management, high-quality project management (including financial management and contract compliance), and management of staff. The Deputy Program Manager is expected to develop and maintain positive relationships with internal teams, clients, consultants, and partners, substantively contributing to corporate objectives. This position is based in Arlington, VA and will be onsite two (2) days per week.
Responsibilities
Project Management
- Independently manage day-to-day duties and assigned responsibilities with detailed understanding of clients' requirements and the relevant policies and regulations.
- Semi-independently manages the full lifecycle of assigned projects within DPS portfolio, including contractual compliance, operations, and finances.
- Communicates and coordinates closely with project staff, internal teams, and Dexis support units (e.g., HR, payroll, finance), escalating and resolving questions and problems as appropriate.
- Develops and updates processes, standard operating procedures, and knowledge management solutions to implement improvements to overall project operations.
- Conducts regular check-ins with DPS project staff
- In conjunction with relevant Program Manager(s) and/or Prime Contractor, ensure that performance reviews are completed, making recommendations, addressing performance issues, and providing support as needed.
- In conjunction with project team and HR, supports recruitment, hiring, onboarding and offboarding of project and PMU staff, in compliance with Dexis, client, and local policies and procedures.
- Ensure project files are up to date and maintained according to DPS guidance and policies and supports internalhome office and fieldfile auditsto ensure documentation is complete.
- Oversees consultants for various project assignments, ensuring that deliverables are submitted on time and managing consultant travel, timesheets, and invoices.
- Manage and strengthen relationships with prime contractors and clients by ensuring quick responses, collaborating effectively on recruitment, and providing outstanding customer service.
- Ensure the submission of timely deliverables and invoices, assess contractual performance, and adjudicate any outstanding issues; may review or write sections of reports and other deliverables to ensure accuracy, quality, and compliance with contract requirements and DPS standards.
- Responsible for maintaining program budgets and meeting corporate targets through careful budget management and long-term planning.
- Manage project finances, preparing and approving project expenditures, reviewing monthly invoices for accuracy and compliance, and developing financial reports and forecasts.
- Support and mentor DPS Project Associate(s) assigned to the Deputy Program Manager's contract portfolio; may directly supervise a DPS Project Associate.
- Proactively identifies and mitigates risks to project implementation and contract compliance and escalates as needed.
- Elevates contractual or client concerns as appropriate.
Business Development
- Plays an active role in business development efforts including through coordinating or managing proposals, recruiting, supporting partner engagement, writing proposal sections and/or annexes, and ensuring consistency across technical and cost volumes.
- Assists proposal writing efforts for responses to RFPs and RFIs including writing, reviewing, and editing the executive summary, technical approach, management plan, staffing plan, and past performance.
- Work collaboratively with technical staff to develop proposal strategies, including win themes, partners, and personnel.
- Actively participate in proposal strategy sessions (including proposal positioning, key win themes, key strategies and approaches, key competitors, key clients, and key personnel) and in external events, networking with clients and counterparts.
Qualifications
- BA in business, finance, or related field required.
- Minimum four years of work experience, preferably in government contracting business operations.
- Experience understanding U.S. government contracting, specifically with USAID, MCC, DFC, HHS, or DOS required.
- Understanding rules and regulations contained within the FAR, AIDAR, and ADS.
- Functional knowledge of government contracts and project management, administration, reporting, monitoring, procurement, and financial operations required.
- Strong writing, editing, communication and presentation skills.
- Ability to work under tight deadlines.
- Proficiency in all Microsoft Office products, Salesforce, and GovTribe.
- Ability to develop effective working relationships with key internal and external contacts.
- Ability to work independently and take ownership of projects and deliverables.
- Previous experience supporting business development with US government agencies.
Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.
