The Department of Environmental Protection is on the lookout for a Civil Engineer specializing in Hydraulics and Hydrology. This role is a key engineering position within the Northeast Regional Office, focusing on advanced engineering tasks related to hydrology and hydraulics. The responsibilities encompass a variety of critical areas, including storm-water management, floodplain management, dam safety, water obstructions/encroachments, waterway management, and the protection of water quality. DESCRIPTION OF WORK

In this role, you will be required to possess the ability to perform visual inspections effectively, implement environmental principles, and accurately read and interpret plans and specifications. You will also need to prepare comprehensive technical analyses and interpret as well as apply relevant rules and policies. Furthermore, your responsibilities will include determining the general permit requirements or specific Chapter 102 and Chapter 105 permit requirements for all proposed construction sites. You will review E&S and NPDES permit applications related to stormwater discharges from construction activities and engage in engineering work focused on hydrology and hydraulics related to water obstruction & encroachment permit applications. This will involve conducting thorough reviews, analyses, and the preparation of reports and recommendations concerning various permit applications submitted by individuals, corporations, municipal agencies, and state and federal entities.

Work Schedule and Additional Information:

  • Full-time employment.
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • The position will be eligible for Alternate Work Schedule (AWS) and has room for advancement.
  • The Department offers incentives for pursuing professional certifications (e.g. EIT, PE).
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Wilkes-Barre.
  • Salary: Most selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $64,861.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Four years of civil engineering experience, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • A bachelor's degree in civil engineering, or in a closely related field, which includes or was supplemented by major course work in civil engineering; or
  • An equivalent combination of experience and training which includes possession of an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
  • Applicants will be considered to have met the educational requirements once they are within three months of graduating with a qualifying degree.
Conditions of Employment:
  • This position also requires possession of a valid driver's license which is not under suspension.
Other Requirements:
  • PA residency requirement is currently waived for this title.
