Purpose of Position

Although other responsibilities may be assigned, this position will primarily work to deliver a major higher education medical center project located in Austin, Texas. The candidate is expected to provide leadership and direction to UT System staff and consultants regarding program development, project planning and design, construction management, and contract administration on this higher education academic/healthcare facility. This position is expected to continue upon completion of this project.

Essential Functions

  • Provide executive leadership and management of a complex capital project by supervising program and project staffing, resource coordination, communication, conflict resolution, and oversight / quality monitoring.
  • Monitor project budgets and schedules to assure compliance with approved CIP budget and project goals. Develop detailed budget formats to track expenditures in collaboration with local campus accounting procedures. Review and approve project expenditures for consultant services, service contracts, construction pay applications, and Owner-provided technical services (e.g., geo-tech, survey, TAB, audit, forensics, etc.) within authority limits.
  • Ensure compliance with Board of Regents Rules & Regulations, State Statutes, Federal Regulations and Laws on all projects under OCP management. Ensure that operations are efficient and cost effective, that assets are safeguarded, and that financial information is reliable.
  • Primary project liaison with campus executive management for all project activities, from project initiation; scope, budget and schedule definition; execution; building activation and reporting.
  • Monitor and manage the relationship between OCP staff, project architect/engineer, consultants, contract project managers, general contractor, and institution staff. Creatively resolve conflicts between project stakeholders to ensure project goals are met.
  • Monitor performance of contract project managers, AE team, construction contractor, and consultants. Provide training and resources on new policies and procedures as required.
  • Serve as liaison, public spokesperson, and interface with campus executives, architects, contractors, industry and community associations, utility cooperatives, and general public to promote Historically Under-utilized Business participation, knowledge of UT System mission and goals, and in support of OCP initiatives.
  • Stay current in Codes and Regulations applicable to design and construction, including International Building Codes, NFPA 1 and 101, TDLR, OSHA, ADA, SECO, ASHRAE 90.1, TCEQ and SWPPP, and any special requirements of the building type (e.g., healthcare, research labs, special campus project types, etc.) or applicable with the local jurisdictions.
  • Provide monitoring and assist with reporting as directed by the U.T. System Board of Regents.
  • Collaborate with colleagues within the UT System to initiate and develop process improvement for all CIP projects.
  • Other duties as assigned.

Required Qualifications

Bachelor's degree in architecture, engineering, construction management or a related field and 10 years complex project management experience.

Preferred Qualifications

  • Registration as Professional Architect or Engineer, or advanced professional degree is preferred.
  • Experience delivering major healthcare projects is desirable.

Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length.

A background check will be conducted on candidates under final consideration.
