Sayres is seeking a Ship Post-Delivery Manager with Active Secret Clearance. This position will be based in Washington DC and support the program office along with travel requirements listed below:



  • This position will be based at NAVSEA Headquarters, Washington Navy Yard. Intermittent travel to support T-ATS post-delivery efforts at the following locations will be expected; Houma, LA, Pascagoula, MS, Mobile, AL, Panama City, FL and Little Creek, VA


Responsibilities will include:



  • PMS 325 lead on all Post-Delivery matters relating to the T-ATS program at both Bollinger and Austal shipyards and while ships are located at their homeports and IOT&E sites during Post-Delivery testing periods
  • Lead Post-Delivery test event meetings between all Post-Delivery stakeholders

    • Facilitate WIPT routine meetings and working groups leading up to each IOT&E event
    • Manage TEMP documentation and resolution of technical comments with OPTEVFOR


  • Reviewer for all Post-Delivery CDRLs in PMS-ES
  • Plan for and manage the PMS 325 Post-Delivery budget

    • Routinely communicate with stakeholders on budgetary needs to complete all Post-Delivery testing requirements
    • Ensure PMS 325 budget meets the requirement
    • Coordinate with PMS 325 BFM to ensure Post-Delivery funding is authorized and committed


  • PMS 325 lead for Post-Delivery testing and trials including IOT&E, PSA and FCT

    • PMS 325 lead for all T-ATS PSA coordination
    • PMS 325 lead for FCT coordination
    • During testing and trials, facilitate working groups to resolve issues between the shipbuilder and the Government stakeholders.
    • Travel to T-ATS homeport during post-delivery periods for Testing, Trials and Lien adjudication
    • Travel to IOT&E sites for test event coordination and execution


  • MSC Liaison

    • Coordinate MSC Crew Move Aboard (CMA)
    • Coordinate Crew Familiarization and Integration upon CMA
    • Coordinate Post-Delivery Testing and Trials events with MSC


  • Warranty Manager

    • Document and manage closure of all warranty-related repairs


  • PMS 325 DD-250 Lead

    • Create and manage DD-250 lien tracker
    • Facilitate or participate in Pre-Delivery trial card screenings and technical adjudication
    • Adjudicate Trial Card disputes between the shipbuilder and Government stakeholders
    • Verify physical completion of the lien
    • Approve invoices for lien and retention closures
    • Manage and facilitate closure of all open certifications Post-Delivery


  • Answer routine RFI's from NAVSEA leadership on all T-ATS Post-Delivery matters


Background/experience:



  • Must have:

    • 4+ years of experience in US Navy Shipbuilding, emphasis on Post-Delivery
    • 2+ years of experience with MSC and INSURV


  • Preferred to have:

    • Experience with SSGC, NAVSEA 05 SDM, SUPSALV and NAVSEA Warfare Centers
    • Experience working with or for a NAVSEA Program Office
    • Experience in testing and trials for Navy shipbuilding programs
    • Experience reviewing contract deliverables, specifically through PMS-ES, for accuracy
    • Experience with Technical Authority and Contractual Changes on US Navy Shipbuilding programs
    • Experience with Crew Familiarization and Integration on New Construction ships, emphasis on MSC crewed ships




Salary:



  • The salary for this position is likely $80,000 - $120,000. Salary ranges are not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
