Job Summary

As Division Manager, the incumbent provides administrative leadership for a robust, multi-division unit located across three campuses (located at the Parnassus, Mission Bay, and Mt. Zion campuses). This unit includes: seven outpatient clinics, four inpatient services, clinic management of a pulmonary function diagnostic center, nine independent wet labs, four independent research service cores, six independent clinical research units, one specialty destination program, and the Nina Ireland Program in Lung Health focusing on philanthropic activities. The Division is comprised of 195 personnel - 67 faculty members, 31 clinical fellows, and 97 research fellows, non-faculty academics, and staff employees. The Division Manager oversees a $54.8M budget.

In collaboration with the Division Chief, the Division Manager functions as a strategic planning partner, providing skillful administrative, operational, and financial management at all sites. The Division Manager works to maximize the utilization of all divisional and program resources and to provide and maintain administrative excellence in all aspects of the divisions, clinical services centers, research and laboratory operations - including space planning, finance, research administration, clinical operations, information technology, human resources, and risk management.
The Division Manager serves as a risk manager, establishing and monitoring internal control mechanisms in all areas of operation, personnel management, and finance. The Division Manager oversees the work of others in these areas, and identifies and minimizes or eliminates risk, and implements changes to prevent recurrence.

In addition to its owned assigned space, the Division Manager utilizes resources and space in the Cardiovascular Research Institute (CVRI), School of Medicine basic science departments, and the School of Pharmacy through long-standing collaborative agreements that support shared goals in research. The successful administrative management of these collaborative agreements requires the ability to negotiate, problem-solve, and achieve consensus with administrators and faculty outside the Department of Medicine with whom this unit has no formal reporting relationship. These collaborations are key partnerships that must be shepherded through sometimes difficult, administrative changes.

Department Description

The Department of Medicine (DOM) is the largest department in the SOM, UCSF. The mission of the Department includes research, teaching, patient care, and public service. The Department has a decentralized organizational structure across four sites (Parnassus, ZSFG, VAMC, and Mission Bay) and approximately 38 divisions. Authority and accountability for the Department rest with the Department Chair who heads the Parnassus site and also directs the Vice Chairs/Chiefs at the ZSFG and VAMC sites.

The Pulmonary, Critical Care, Allergy and Sleep Medicine Division have a long history of providing outstanding clinical care, performing innovative research and training academic scientists and physicians. We currently have active, well-funded clinical, translational and basic research programs in lung development, international lung health, pulmonary immunology, genetics of pulmonary and allergic diseases, lung transplantation, microbial pathogenesis, airway diseases, acute lung injury, pulmonary fibrosis, pulmonary malignancies and pulmonary health disparities. Our large, NIH training grant has been continuously funded since 1966. Nearly a quarter of all academic pulmonologists in the United States have trained at UCSF.

Required Qualifications


  • Bachelor's degree or equivalent experience
  • Minimum eight years of progressively responsible academic and financial management experience, encompassing financial management, strategic planning and organizational development, clinical practice management, and human resource management
  • At least five years of experience hiring and managing high performing employees
  • Advanced knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll
  • Advanced project management skills, including the capability to manage capital projects
  • Advanced knowledge of administrative management theory and ability to translate this knowledge into practice
  • Advanced skills in strategy development, systems planning and change management
  • Strong knowledge of common organization-specific and other computer application programs
  • Successful track record in establishing and implementing customer service standards
  • Very strong ability to quickly evaluate complex issues and identify multiple options for resolution
  • Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques
  • Excellent ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department
  • Excellent leadership abilities to oversee multiple functions or departments through subordinate managers

Preferred Qualifications


  • Graduate degree in business, healthcare or related field
  • Familiarity with campus and university on-line systems, federal and staff funding agency requirements, state and federal human resource regulations, space and equipment inventory rules and regulations, campus internal audit rules and regulations, the campus business and finance bulletin, academic personnel manual, school and department clinical compensation plan, clinical practice rules and regulations, campus expenditure rules and regulations
  • Familiarity with policies and programmatic guidelines for ACGME training programs and associated funding, institutional guidelines on salary setting for trainees, stipend payments and the appointment process for all trainees (ACGME fellows, non-ACGME fellows and postdocs)
