Job Summary: IDIQ Project Manager (PM) facilitates the initiation, planning, executing, monitoring, controlling, and closing of projects on behalf of the Base Operations Support (BOS) contractor. This involves close coordination between BOS personnel, the BOS subcontractors for IDIQ, design firms, government personnel, and other parties involved in the process. Integration management along with careful tracking and record keeping are fundamental requirements and essential skills for the IDIQ Project Manager. Manage and coordinate multiple concurrent IDIQ projects to include scheduling subcontractors and meeting with the government customers. Lead meetings and/or take meeting minutes. Coordinate with the BOS Quality Control team and the government Quality Assurance (QA) team to ensure proper quality control throughout the project to include QA/Final Inspections. Ensure the BOS quality inspectors assess projects and prepare their inspection reports properly. Work closely with the BOS IDIQ subcontractors (general contractor) to ensure all project objectives are met as defined by the government task order statements of work, and the BOS contract. This includes proposals, submittals, requests for information (RFI), schedules, construction/repair work, reports, and all project deliverables. Remain current with the status of all active projects on a day-to-day basis. Track and maintain the IDIQ update spreadsheet, forecasting tracker (includes a key role in forecasting IDIQ revenue), and quarterly metrics. Responsible for coordinating, maintaining, and filing all records (both electronic and hard copy) of the IDIQ Task Order records in accordance with the Performance Work Statement (PWS). Assist the IDIQ Program Manager in reviewing design (architect-engineer) and subcontractor proposals for completeness and reasonableness against the Statements of Work (SOW). Constructability reviews of designs and statements of work are part of this responsibility. Establish and maintain a positive and effective working relationship with all BOS personnel, and the IDIQ subcontractor staff. Establish and maintain positive and productive relationships with the government customer(s) to identify and proactively resolve problems and/or conflicts. Maintain open communications regarding expectations.
Additional Responsibilities
Review quality inspection reports and help ensure they are timely and complete for submission to the government. Keep other IDIQ reference documents, plans, checklists, spreadsheets, tracking tools, warranty data, and other records updated and applicable to current working practices. Draft correspondence for project proposals, requests for information (RFI), and other documents as required. Actively participate in the review and update of the IDIQ standard operating procedure (SOP) at least annually. Use RS Means estimating software to develop and/or review IDIQ subcontractor pricing proposals for accuracy and reasonableness. Validate estimates and costs for items such as materials, labor, or use of other vendors/3rd-tier contractors. Perform other responsibilities as assigned.
Qualifications: Education, Experience, and Certification(s)
Required: Bachelor's degree from an accredited university in a related field required (e.g., construction management; mechanical, electrical, or civil engineering; or architecture). High school diploma or General Educational Development (GED) plus 5-7 years of field experience may substitute for degree. Must have 3-7 years of experience as a project manager, preferably in the construction or facilities field. Experience in construction trade can be considered in lieu of project management experience. Must be able to pass criminal and drug screening processes to meet current Company and additional Government requirements that apply to or become applicable to this position.
Knowledge, Skills, and Abilities
Sound project management principles. This requires a thorough understanding of project integration including processes for scope, time, cost, quality, human resources, communications, risk, procurement, and stakeholder management. RS Means - Thorough understanding of the RS Means construction cost estimating process preferred. Knowledge of facility construction, repair techniques, and building trades preferred. Computer - Requires strong computer literacy including the MS Office Suite (very skilled in the use Excel, and strong working knowledge of Word and PowerPoint). An understanding of Computerized Maintenance Management System (CMMS), and possibly other software to include but not limited to MS Project and Procore. Critical Thinking - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Also, be able to avoid problems and mistakes through proactive thinking and action. Problem Solving: Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Requires the ability to apply general rules to specific problems to produce answers that make sense. Must possess the ability to listen to, and understand information and ideas presented through spoken words and sentences. Must possess the ability to clearly communicate information and ideas while in speaking. Ability to coordinate and direct personnel, lead teams, and work independently with minimal guidance or supervision. Time management - effectively and efficiently managing one's own time and the time of others. Communication - Very strong oral and written communication skills are required. There is a lot of writing and verbal communication required of this position. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
