Title:Payroll Manager

The Mgr Payroll leads the payroll team with payroll administration which impacts all team members, their benefits, and HR policies. Responsible for leadership and operational excellence of the payroll function. Recommend and implement solutions to improve business processes, provide strategic advice to enhance the delivery of payroll services and HR business planning and decision making. Stay abreast of trends and provide insight and recommendations in matters related to labor costs to drive business outcomes. Monitor laws and regulations and provide information to support payroll and compliance.
PRIMARY DUTIES AND RESPONSIBILITIES
- Oversee payroll processing and ensure timely and accurate payment of wages.
- Set goals for the department and seek opportunities to build strategic partnerships with others.
- Motivate the Payroll team to perform at higher levels and deliver exceptional service to customers.
- Process third-party remittance to ensure compliance on wage assignments, levies and garnishments.
- Prepare for monthly and annual reporting requirements for financial publications and census requirements.
- Coordinate and participate in all standard year end activities.
QUALIFICATIONS
Education
Required: Bachelor's degree in Human Resources, Business Administration, Finance, Accounting or related field of study from a regionally accredited college/university.
In lieu of the Bachelor's degree an additional 4 years of experience may considered.
Licenses/Certifications
Preferred: CPP (Certified Payroll Professional) certificate.
Experience
Required: 5 years of progressive experience in payroll administration.
Supervisory Experience
Required: 3 years of leadership experience.
Knowledge/Skills/Abilities (KSA)

- Detail oriented, superior communication and organizational skills
- Demonstrated ability to prioritize and meet tight deadlines
- Advanced Excel skills
- Demonstrated problem-solving skills and sound judgement
- High standards of discretion and confidentiality
WORKING CONDITIONS
Consists of job hours (i.e. overtime, shift, weekends, etc.), working environment (i.e. indoors, outdoors, etc.), level of stress, noise level, etc. Normal working conditions with occasional weekend and overtime requirements, including on-call rotational support.
PHYSICAL DEMANDS/ REQUIREMENTS
- Must be able to wear appropriate personal protective equipment for work assigned.
- Must be able to independently operate a motor vehicle in a safe manner.
- Must be able to walk, stand or sit for extended periods of time.
- Must be able to grasp/handle small hand tools and other objects with fingers and palms.
- Must be able to pull, push, lift and carry objects weighing up to 100 lbs. Must be physically capable of indoor/outdoor manual labor.
