Job Summary

Uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Contacts are both internal and external to the department.

The Financial Analyst III performs complex analysis techniques and knows how to gather and research data with minimal direction. Understanding of past performance and determining present and future performance and/or resource allocations are required in order to make recommendations to departments that will have budget and resource impacts. The incumbent initiates, designs and provides analytical studies to prepare summary reports and background materials for campus or department administrative officers and managers on proposed campus/university policies that will impact campus resources, staff salary funding, campus-wide permanent budget management, budget/accounting/resource rules and best practices for accounting, budget, financial, and other resources management and administration. The position coordinates the gathering of budgetary and resource requirements information during planning stages, such as the annual budget process.

The incumbent independently develops, interprets and implements financial concepts for financial planning, resource planning (dollars), and control of their assigned departments organizational budget, determines solution, makes recommendation to Finance Manager, which then will be presented to the department. This position will attend monthly meetings with department Managers, Director's and possibly AVC and if needed presents the financial information and recommendations in absence of the supervisor. Presentations prepared by the position are of technical information concerning moderate to complex scope of specific projects or schedules.

The Financial Analyst III will manage the assigned departments financial and program reporting under the general supervision of the Finance Manager. The incumbent assures that department financial statements are prepared by established deadlines and in accordance with federal as well as campus policies and procedures. This position uses and requires application of in-depth knowledge of basic accounting and financial concepts.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $85,700 - $128,600 (Annual Rate).

Department Description

The FAS Finance Service Center (FSC) is committed to providing responsive and efficient professional services to its customer departments in support of their unique missions and goals. The FSC employs approximately 40 professional staff, has an operating budget of $6.5 million, and acts as stewards for over $480 million in UCSF operating and $200M capital funds annually. The FSC is a part of the UCSF Finance organization. In support of its client units, the FSC provides Financial Analysis, Accounting, Budgeting and Forecasting, Internal Controls analysis, high-volume transactional services, Control Point Analysis, Management Information Systems implementation, data extraction, and report writing.

Required Qualifications


  • Bachelor's degree in Accounting and Finance or related field and 3-4 years of experience; or equivalent combination of education and experience
  • 3+ years of relevant experience
  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.
  • Experience performing complex financial analysis, forecasting trends, and budgets, developing business plans, and developing of policy & procedures
  • Thorough knowledge of finance policies, practices, and systems
  • Strong computer skills (database management tools and Microsoft Applications suite) to utilize the tools necessary to conduct the comprehensive, detailed analysis required for management to make sound business decisions. Advanced knowledge of MS Word, Excel, and MS Outlook. Strong working knowledge of MS Access database
  • Advanced knowledge of accounting & financial policies & practices and systems, budgeting and reporting techniques; accounting and bookkeeping
  • Proficient in preparing standard financial statements, ad hoc reports, and financial analysis spreadsheets
  • Ability to independently gather required information to organize, and perform financial analysis assignments.
  • Proven ability to effectively present information verbally and in writing in a clear and concise manner.
  • Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability to use organizational skills to multi-task in a high-volume environment.
  • Ability to adapt to changing priorities.
  • Ability to function as a member of a team.
  • Must be client services oriented, have good listening, critical thinking, and analytical skills
  • This position is remote-based and requires one to work on-site four to six times a year (at the employee's expense) at our Mission Center office, located at 1855 Folsom Street, San Francisco.

Preferred Qualifications


  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Strong operational management experience in a complex accounting and operational environment
  • PeopleSoft P2P, Bearbuy, PeopleSoft General Ledger, WebLinks, Excel, and other Microsoft Applications Professional certification
  • Advanced degree
  • UCSF and/or Medical Center experience
  • Knowledge of UC Accounting Policies and Procedures
  • Experience working with UCSF accounting and purchasing systems
  • Knowledge of UCSF cost accounting and fund accounting
