Job Summary

The Loudoun County Department of General Services (DGS) seeks qualified candidates to fill two newly created full-time Management Analyst III positions focused on the department's operating, capital, and grant budgets of approximately $250 million. DGS operates, maintains, and manages all County owned and leased facilities, acquires and manages the public safety and general vehicle fleet, oversees metro parking garages, and provides core internal support to all County agencies. DGS also directly supports residents through Transit and Commuter Services, Stormwater Management, Waste Management (including County landfill operations and recycling programs), Public Works, and the County Energy and Environmental Programs.

This position is housed at the DGS main office in Leesburg, Virginia, in the Budget Section of the Management Services Division, and provides services to all department divisions. It is a fast-paced, results-driven environment that depends upon a team approach to problem-solving. One Management Analyst position will focus on the operating and capital asset preservation program (CAPP) budgets, while the other position will focus on grants and capital budgets.

Duties for both positions will include, but are not limited to the following:
* Monitoring the department's financial status as related to budgeting, to include developing, preparing and implementing the assigned budgets
* Monitoring departmental expenses
* Account reconciliation and analysis
* Resolving discrepancies
* Approving purchases
* Performance measure reporting
* Preparing budget adjustments
* Other duties as assigned

The Management Analyst assigned to grants and capital will also manage grant-related activities to include reviewing pre- and post-award grant applications, monitoring, aiding in reimbursement requests and annual closure, and facilitating the preparation of budget adjustments.

The ideal candidates will be detail-oriented, innovative, analytical, and proficient in the theory, principles, and practice of successfully managing budgets and grants through the understanding of financial budgeting, accounting, and management principles.

Hiring salary is commensurate with experience.




Minimum Qualifications

Bachelor's degree in Finance, Business Administration, Public Administration, Public Policy, or related field; three (3) years of related work experience in areas such as government operating or capital budgeting and planning; or equivalent combination of education and experience.

Prior grant experience is preferred, but not required, for candidates interested in the grant and capital position.

Skills in the following areas are highly preferred: organization, prioritization, multi-tasking, verbal and written communication, and attention to detail.


Job Contingencies and Special Requirements

Employment is contingent upon successful completion of a criminal, credit, and DMV background checks.

May be required to work outside normal business hours during the budget season as necessary to meet budget deadlines.
