The Educational Specialist II - Secondary Literacy (9-12) is located within the Office of English Language Arts and Literacy and will support secondary literacy efforts within Baltimore City Public Schools (City Schools), including but not limited to assessments, curriculum, and professional development. The secondary literacy specialist will assist with developing and improving curriculum aligned to the Maryland College and Career-Ready Standards and the City Schools Instruction Models for Literacy for grades 9-12. They will work with partners and vendors to identify quality practices and resources and design professional development to support teaching and learning in the district.


Essential Functions



  • Supports the implementation of the Maryland College and Career-Ready Standards for Literacy in grades 9-12.
  • Supports the implementation of City Schools' adopted High Quality Instructional Materials (HQIM).
  • Develops and delivers ongoing professional learning aligned to adult learning theory connected to best practices in secondary literacy for grades 9-12 for all learners.
  • Supports curriculum implementation and data analysis to promote continuous improvement.
  • Considers the needs of diverse learners in the development of professional learning and resources.
  • Develops and provides appropriate guidance for schools and school leaders on best literacy practices.
  • Works collaboratively with a highly motivated team from multiple offices to advance teaching and learning in the district.
  • Remains current on research and best practices in secondary literacy content and pedagogy.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies, and professional standards.

Desired Qualifications



  • A Master's Degree in Education or a related field. The degree must be from an accredited college or university.
  • A valid Maryland State Department of Education Advanced Professional certificate.
  • Three years of teaching experience in secondary literacy, grades 9-12.
  • Three years of experience developing and delivering professional development to teachers in urban school settings.
  • Experience managing large-scale projects and providing timely reporting.
  • Knowledge of current research in secondary literacy best practices.
  • Knowledge of Maryland College and Career-Ready Standards for Literacy.
  • Ability to lead and motivate a productive team of individuals.
  • A commitment to educational equity.
  • Excellent verbal and written communication skills.
  • Proficient in using multiple computer applications, including but not limited to Microsoft Office, PD Tracking and reporting software, databases, and Online Professional Learning software.
  • Knowledge of laws, regulations, rules, and policies affecting City Schools' educators.
