Description

JOB PURPOSE:

The Program Manager is responsible for the overall program to include fiscal oversight, development and implementation of Rapid Deployment Services (RDS). The Program Manager is responsible for compliance with grant and contractual requirements, meeting performance objectives and timely reporting goals of the assigned contracts. This position ensures program staff serve and meet the needs of our customers.

ESSENTIAL JOB RESPONSIBILITIES:



  • Manages daily operations of all staff assigned. Monitors and ensures compliance of staff with office procedures, timekeeping requirements, reporting protocols and adhere to the guidelines set forth by the funders.
  • Works closely with Human Resources and Intrepid Staffing to recruit, hire, and manage staff to meet program targets and ensure quality of service delivery and compliance. At times some staff will need to be ready to deploy within 48 hours upon the request of internal and external customers.
  • Direct logistics activities to facilitate the support of deployed staff.
  • Coordinates with Corporate Compliance to develop, implement, and monitor compliance with standard operating procedures for all programs.
  • Troubleshoots, monitors and evaluates existing programs and procedures.
  • Develops and prepares statistical reports for internal use as well as contractual requirements, ensuring timely and accurate completion of all internal and external reports, quality activity reporting and accreditation standard submission and compliance.
  • Coordinates program compliance with grant and contractual requirements, ensuring performance objectives are met and statistical/narrative reporting is timely.
  • Supplements case management training provided as needed to address the training and on- boarding needs of staff as needed.
  • Oversee the delivery of daily program services. Monitor and evaluate for effectiveness.
  • Maintain open lines of communication with contracted agencies, partners, community collaborations, and staff. Schedule periodic meetings and provide ongoing feedback and updates. Ensure all concerns are resolved in a timely and satisfactory manner.
  • Operate department in an efficient, cost-effective manner. Monitor actuals to budget for revenue goals and expense. Implement cost containment as needed to stay within budget parameters.
  • Other duties as assigned.

Qualifications

EDUCATION: Bachelor's Degree in Business Administration, Emergency Management or related field; Master's degree

preferred.

EXPERIENCE: Minimum 3-5 year of experience working with budgets, compliance, emergency management and emergency response. Certified Texas Emergency Manager-International Association of Emergency Managers preferred, FEMA Homeland Security Exercise and Evaluation Program certification in disaster planning and business continuity or National Incident Management System Certification, including Incident Command System certificates in 100, 200, 300, 400, 700, and 800 or ability to obtain in 90 days. Past experience working with Federal, State and local contracts providing emergency services resulting from a critical incident or declared disaster.

ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in

the employer's sole discretion.

LICENSES: Driver's License with clear record.

VEHICLE: Must have daily use of a vehicle without prior notice. Up to 10% travel within a multi- county region.

OTHER: Must be available and willing to travel to various locations and with such frequency as the business need dictates. Must pass criminal and related background checks. Must be available and willing to work nights, weekends and holidays as required to meet business needs. Must pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others.
