Summary

The Lead Associate, New Business will provide administrative, knowledge management and functional support to the Senior Director and Senior Advisor, New Business of the Department of Education and Child Protection (DECP). You will work across the education and child protection department to support the implementation of the department's fundraising strategy including pre-positioning and pursuit of key public and private funding opportunities. In collaboration with the DECP New Business team, you will support country offices and technical experts in intelligence gathering on upcoming opportunities, market analysis, and proposal development.

This individual will report to the Senior Advisor, New Business, DECP and will work closely with the Senior Director, New Business and technical team members.

What You'll Be Doing (Essential Duties)

Proposal Development Support (40%)



  • Support positioning and capture strategies in partnership with the Sr. Director, Sr. Advisor, Country Offices and DECP technical staff including pipeline tracking and competitiveness analysis, gathering and analyzing donor intelligence and market research.
  • Support bid management, proposal editing and formatting, graphic design, and packaging for both technical and cost proposals.
  • Participate in meetings with internal and external stakeholders/partners, and be responsible for documenting and disseminating strategic decisions and proposal development plans.


Portfolio Management (30%)



  • Facilitate identification of new opportunities and support the Sr. Director and Sr. Advisor to convene Country Offices and DECP technical staff to explore and prepare in advance of solicitation releases.
  • Produce pipeline and public funding reports as scheduled or requested


Knowledge Management (20%)



  • Assist in organizing DECP proposal documents and use including Past Performance References and Capacity Statements in support of proposal development
  • Support the analysis of DECP's proposal performance, ensuring lessons learned and conclusions are documented and used in proposal development


Other Support Duties (10%)



  • Assist in hiring of consultants, including developing scopes of work, supporting the recruitment process, and oversight
  • Represent DECP NBD on key initiatives across the Agency, working groups and task forces as relevant to job scope, professional growth opportunity and department needs.


Required Qualifications



  • Minimum of a High School Diploma or equivalent, plus at least 3 years of relevant experience
  • Previous experience in supporting the preparation of successful proposals for USAID and other public and private donors
  • Knowledge of USAID technical procurement procedures necessary
  • Professional proficiency in MS Office suite
  • Professional proficiency in spoken and written English
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally
  • Demonstrated strong writing, editing, and analytical skills
  • Demonstrated commitment to fostering and maintaining and environment of diversity, inclusion, and belonging.


Preferred Qualifications



  • Familiarity with proposal development processes including capture work.
  • Experience working on proposal development in a federated structure.
