The HR Supervisor/Manager (Global Mobility) will be part of the International HR team based in Houston, TX and will support the Supply Chain group and manage Oxy's Immigration processes.

Key Responsibilities



  • Oxy Immigration Support


    • Manage the immigration process for interns, new hires, and current employees with visa and green card requirements with the help of third-party immigration attorneys.


      • This includes nonimmigrant and immigrant visa matters as well as green cards in the employment-based categories.


    • Serve as the main point of contact and the main signatory for third-party immigration attorneys in order to process mandatory requirements to meet critical application milestones and deadlines.
    • Advise and guide stakeholders (HR business partners and leaders) on the immigration results and ramifications for business decisions. Propose ideas to balance the needs of the business with what is best for the employees.
    • Provide employee support throughout the immigration process from education on certain parts of the process or requesting updates and guidance from the third-party immigration attorneys.
    • Track immigration cases accordingly and exercise good judgement when escalating matters.
    • Update policy, processes, and best practices in accordance with the changing rules and regulations set forth by the USCIS.
    • Ad-hoc reporting and metrics as needed.


  • HR Client Support


    • Consults with and advises leadership on assigned area's HR strategies including recruiting, retention, organizational planning, training, compensation, employee development/engagement, retention, performance management, and other human resources initiatives for demanding and/or high-level client groups.
    • Supports the health, safety, environment, and security objectives of the business for the protection of its employees and the communities in which the company operates.
    • Maintains effective communication programs through regular meetings, written communications, and accessibility to employees either through open-door policy or routine presence within assigned areas of responsibility.
    • Provides appropriate balance between employee advocacy and responsibility to act as a business partner in advising management on effective ways to resolve employee issues.
    • Responsible for working investigations and employee relations issues/concerns.
    • Advises, counsels, and guides management and employees on the proper use and interpretation of human resources policies, plans, and programs.
    • Functions as an internal consultant to leaders on achieving business goals and drives HR team to enable alignment and support across the organization.
    • Liaisons with HR professionals throughout all functions and business units at Oxy to facilitate employee movement and collaboration.
    • Assists managers in preparation of strategic data and analysis.
    • Works with centralized HR Support Services team to ensure all employee transactions (new hires, transfers, personnel change requests, etc.) are managed effectively.
    • Process international payroll for small, international Oxy locations.
    • Participates in projects and special initiatives within and outside the HR function as assigned.
    • Supervises and/or Mentors HR team members.


Qualifications

  • Bachelor's degree in Human Resources Management or related field of study.
  • 10 years of Human Resources Generalist experience (employee relations, staffing, compensation, development, etc.), preferably in the oil and gas industry.
  • Applied experience in employee relations, policy administration, performance management, organizational effectiveness, employee development, compensation, and recruiting.
  • Consulting expertise with line managers and senior leaders; ability to provide candid and direct feedback.
  • Strong organizational skills and a proactive approach.
  • Ability to deliver results while working in a fast-paced, high-stress, and change driven environment.
  • Team player with excellent interpersonal skills, strong work ethic, and demonstrated ability to maintain confidentiality in all aspects of the position.
  • Strong verbal and written communication skills, including effective business writing, strong presentation, public speaking skills to deliver training initiatives and related topics to large audiences, and ability to explain complex immigration processes to stakeholders in simple terms.
  • Strong analytical and problem-solving skills.
  • Ability to remain flexible and shift priorities quickly.
  • Proficient in MS office (intermediate to advanced Excel and PowerPoint skills).
  • Flexible and creative; the ideal candidate brings a positive, high-energy attitude.
  • Strong interpersonal skills with the ability to engage and influence at all levels of the organization.
  • Demonstrated project and time management skills.
  • Experience working with non-traditional work schedules for rotational employees, pay practices, and resolving issues with payroll as necessary.
  • Must be able to travel to other Oxy locations, domestic and international, as needed.



Desired Qualifications:



  • US immigration experience in nonimmigrant and immigrant visa categories and green cards preferred.
