Responsibilities

The Deputy Program Director is a part of the senior management team of our local government services group and reports to the Program Director. The position provides bold and inclusive leadership to advance the full range of municipal management issues. The Deputy Program Director oversees multiple city departments, including but not limited to, planning & zoning, public works, finance & administration, GIS, and floodplain management.

    Represents municipalities at public and private committee meetings, such as Council and Planning Commission and others, as directed or requested by the Program Director. Advises public and private bodies on new or contemplated capital improvements; prepares speeches, articles, reports, and other presentations dealing with the planned development of the community.
  • Assists the Program Director to review legislation and prepare necessary reports and recommendations for Council consideration. Implements internal procedures that are necessary to carry out new policies that the municipality adopts.
  • Assesses and monitors workloads, administrative and support systems, and internal reporting relationships for assigned areas of responsibility; identifies opportunities for improvement; directs and implements changes.
  • Plans, directs, and coordinates, through management level staff, the work plan for assigned functions; assigns projects and programmatic areas of responsibility; provides direction and supervision on key projects; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
  • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies. Manages employee training requests and records.
  • Participates in the development and administration of the budget for assigned functional areas.
  • Investigates, interprets, analyzes, and prepares recommendations in relation to proposals for new programs, services equipment, and other issues, policies, or proposals. Prepares proposals. Prepares comparative analysis when appropriate.
  • Assists in the coordination, preparation, analysis, and implementation of annual operating and capital budgets.
  • Confers with members of the public to explain policies and programs, including site visits.
  • Assists in emergency operations as required by the Program Director.
  • The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (including weekends and nights) to communicate with subordinates, supervisors, customers, vendors, and any other persons or organizations with whom interaction is required to accomplish work and employer goals.
  • Serves as a resource for department personnel, municipal staff, other organizations, and the public; coordinates pertinent information, resources, and work teams necessary to support a positive and productive environment.
  • Assists the Program Director with reports and presentations.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public administration.
  • Responds to and resolve difficult and sensitive citizen inquiries and complaints.
  • Serves as acting Program Director as required.
  • Performs related duties as required.


Qualifications

  • Bachelor's degree in political science, urban planning, public administration, business administration, or related field. A Master's degree is desirable.
  • Must have a Louisiana Driver's License at the time of hiring.

Key Skills/Competencies

  • Five+ years of progressively responsible experience in municipal government (or state, federal), including two years of management, supervisory, and administrative experience;
  • Previous experience with communicating and presenting to elected officials;
  • Strong communication skills;
  • Understanding of accounting principles and ability to comprehend city budgets;
  • Professional writing experience; and
  • Office procedures, methods, and equipment, including computers and applicable software applications such as word processing, spreadsheets, and databases.
