Junior Consultant (Realty Specialist)

Cape Fox is seeking a highly qualified professional to join our team in support of a government customer. This position is contingent upon award.

This position is a Realty Specialist within the Office of the Assistant Secretary-Indian Affairs (ASIA), Deputy Assistant Secretary-Indian Affairs Management (DASM), Office of Facilities, Property, and Safety Management (OFPSM), Branch of Real Property & Leasing (BRPL), located in Reston, VA. The Branch office is responsible for the real property leasing program (RPL) and lease administration for all of Indian Affairs (IA), including the Bureau of Indian Affairs (BIA) and the Bureau of Indian Education (BIE) and encompasses twelve regions located throughout the U.S. and Alaska. BRPL serves tribes, schools, vendors, and other stakeholders under IA, AS-IA, BIA, and BIE through the real property leasing program. BRPL also handles space utilization and requests for space from these entities. Some examples of spaces that BRPL is responsible for include office/commercial spaces, warehouses, yards, and storage spaces.

Core Duties:



  • Perform as a Junior level Realty Specialist and assume responsibility for all functional areas of Federal lease administration and management, including Federal acquisition planning, Government leased space planning, contractual data and documentation collection, file management, customer service, and reporting
  • Support the Senior Consultant Support the Senior Consultant in the planning and scheduling of consulting engagements, acquisition support and management services, project management activities, and training. Duties include, but are not limited to the following:

    • Assist in the development of acquisition plans, with consideration for promoting full and open competition
    • Prepare justifications for other than full and open competition
    • Estimate project cost, identify funding issues, such as ascertaining customer funding, and recommending the acquisition approach
    • Prepare schedules and milestone plans, and obtain all of the necessary approvals for the acquisition plan
    • Complete market research to determine items such as surrounding land use, competition in the marketplace, barriers to competition, local planning and zoning regulations, parking restrictions and economic factors affecting the market
    • Develop public notices through newspapers, public hearings, and formal meetings, and conduct market surveys to identify potential locations capable of meeting the space requirement for the Government
    • Complete all required reviews, obtain customer concurrence, and send the lease proposal package to all prospective offerors identified during acquisition phase
    • Receive and review lease proposal packages
    • Analyze individual offers for responsiveness, completeness, and technical compliance
    • Determine the financial capability and responsibility of the offeror through references of local banks, financial statements, and other means
    • Review and approve appraisals to verify that the negotiated lease considerations are commensurate with market value
    • Recommend the acceptance of the proposal, prepare final lease documentation, and obtain all of the necessary clearances prior to award
    • Ensure adherence to construction schedule and verify specific stages of completion to ensure that the space satisfies the general and special requirements of the project
    • Participate in the negotiation of the terms of the final settlement agreement with the lessor when vacating the space






    • Gather, analyze, and compose technical information and documentation
    • Conduct research and ensure the use of proper technical terminology
    • Interpret and review documentation and determine editing and graphics in the preparation of major documentation tasks and contract deliverables
    • Establish schedules for document production and conduct quality assurance/control inspections at specific intervals to ensure standard are met
    • Work with the RPL Branch Chief to develop IA procedures for non-lease space agreements and to communicate those processes to the IA organization


  • Required to complete training in the Financial and Business Management System (FBMS) and the General Service Administration's (GSA) GREX system
