Real Estate Subject Matter Expert (SME) III

Work Location: Remote* (site visits and in person attendance at technical meetings may be required)

Overview: Eagle Health seeks a highly qualified professional to join our team in support of a government customer. The Bureau of Indian Affairs (BIA) requires personnel to assist with timely and efficient real estate services processing for projects under the Fixing America's Surface Transportation Act (FAST-41) and other priority initiatives. This role supports the implementation and funding provided under the Infrastructure Investment and Jobs Act, the Inflation Reduction Act Section 70007, and the Federal Permitting Improvement Steering Council's Environmental Review Improvement Fund (ERIF).

Purpose: The purpose of this position is to enhance the efficacy of application review and processing for FAST-41 projects, thereby improving consistency, efficiency, and coordination with Tribes, Tribal offices, state agencies, and other Federal agencies. This position will also support the development of tracking and monitoring methods for contract management transactions on funded tribal broadband projects awarded to Tribes and Tribal organizations.

Note: This position is contingent upon contract award.

Core Duties:



  • Strategic Analysis: Analyze complex requirements and recommend strategies for development.
  • Strategic Planning: Assist in developing strategic plans and concepts to achieve organizational goals.
  • Program Implementation: Coordinate and manage the preparation of analysis, evaluations, and recommendations for the proper implementation of programs and system specifications.
  • Industry Expertise: Provide expert guidance on real estate principles, concepts, and practices.
  • Leadership: Lead and direct the work of team members.
  • Client Engagement: Develop customized organizational and marketing solutions to meet client needs, translating organizational concerns into communications solutions.
  • Competitive Analysis: Provide insights into competitive landscapes and emerging technology trends.
  • Project Management: Lead project objectives, scope, and deliverables, assessing resource needs and overseeing efforts to ensure alignment with client objectives.


Specific Tasks:



  • Encoding and Processing: Acknowledge receipt and review of applications, ensuring rights-of-way are properly surveyed and recorded.
  • Legal Compliance: Ensure all regulatory requirements are met, including consent, land status, legal descriptions, and compliance with NEPA and Section 106.
  • Documentation: Prepare and manage contract management documentation, including applications, administrative reviews, and record management.
  • Coordination: Participate in meetings and coordinate with Tribes, Tribal offices, state agencies, and other Federal agencies.
  • Reporting: Provide regular reports on project status and progress, ensuring all deliverables are submitted in electronic format.
  • Technical Assistance: Provide guidance and technical assistance to Tribes on submitting complete applications for approval.
