Seneca Global Services is seeking a Systems/Networks Engineer SME ready to support a dynamic, innovative acquisition program. This position will perform in-depth program analysis and coordination assignments, and services in support of the program. The ideal candidate for this role must be comfortable working in a transparent, collaborative team environment and possess outstanding communication, leadership, critical thinking, and problem-solving skills.

The Systems/Networks Engineer SME will be responsible for assisting in defining reference architectures, standards, and interfaces for re-use across the customer portfolio as well support identifying capability gaps and shortfalls, determining new technology and system requirements, identifying possible solutions, assessing technology maturation and advancements to address suitability of developed solutions, and assessing testing and integration requirements, costs, and activities and their results.

Roles and Responsibilities include but are not limited to:



  • Assist with defining the roadmaps, principles, process, and governance for the enterprise.
  • Assist in the requirements capture, concept design, implementation, and maintenance of the enterprise solution.
  • Assist in designing and evaluating Contractor proposed build, deployment, and monitoring standards.
  • Assist in the modernization of program services provided to the PORs, through market research, design, engineering, and implementation of new and leading-edge capabilities
  • Apply decision analysis techniques to ensure that the engineering approach is cost effective and satisfies the training objectives.
  • Prepare a technical description that includes a block diagram and math models.
  • Determine the degree of fidelity of the simulation necessary to maximize the DevSecOps process and development.
  • Support infrastructure and engineering for data storage for hosting on prem solutions in the cloud including horizontal and vertical scalability as well as their processes and procedures.
  • Support working groups in the designing and managing programs strategies.
  • Support infrastructure and engineering enterprise solutions.
  • Support working groups in defining and evaluating Contractor proposed multi-level plans.
  • As part of a team, provide advice on acquisition strategy alternatives relating to commercial technology maturity applicable to acquisition program requirements. In addition, provide advice on availability of commercially available hardware and software systems and products satisfying program requirements, risks and hidden costs associated with new development versus use of commercially available products, and other factors and considerations for the program.
  • As part of a team, Analyze potential requirements for modifications enterprise systems in the prototyping and operational phase. This involves extensive research and coordination including direct contact with stakeholders and support teams' activities, and Government Program Offices stakeholders.
  • Support the continuum of enterprise system testing across the agile software
  • development life cycle.
  • Identify, plan, execute, and provide results/feedback across the enterprise
  • system testing continuum to include:

    • Architecture, Application Programming Interface (API), Standards and
    • Platform Development Kit (PDK) compliance/conformance/functionality testing.
    • Component level testing.
    • Automated testing.
    • System Platform level integration testing.
    • Scalability, extensibility, and distributed network testing performance.
    • Usability testing.


  • Perform other duties as assigned.


Basic Qualifications:



  • An active Secret Clearance Required and be eligible to receive Top Secret clearance as needed.
  • Bachelor's Degree in IT, Engineering, or relevant field from an accredited. college/university; years of experience may be used as a substitute for education.
  • 10+ yrs. in IT, Engineering or related field.
  • Expertise/knowledge/experience with the following:

    • Agile DevSecOps (SCRUM/JIRA/Confluence)
