We are seeking a computer scientist, systems engineer or cyber security specialist with program management experience to help us develop business strategies, technical concepts and high impact capabilities for the National Security Agency and DoD and IC partners. You'll be joining a creative and diverse team of program managers, scientists and engineers who are responsible for generating impactful work in the cyber and intelligence domains! Together, we strive to foster a culture of innovation with emphasis on mission impact through the application of science and technology to operational challenges. As a member of our team, you will be a key mission partner to sponsors and stakeholders in developing game changing capabilities for the DoD and IC focusing on resilience of National Security Systems and critical infrastructure against the most challenging cyber threats.

As the Cyber Defensive Systems Program Manager you will...

  • Your primary responsibility will be to develop new strategic initiatives and business opportunities to compliment and in support of the Program Management team in the Resilient Cyber Systems Program Area, to include development of strategies, technical concepts and high impact capabilities for the National Security Agency, and the DoD and IC partners.
  • You will build and pursue new business initiatives, through regular interactions with existing sponsors and engagements with new sponsors, in order to achieve the Envisioned Future for Cyber Resilient Platforms and Infrastructure.
  • You will drive sponsor engagements through strategic planning of projects, ideas and concepts that will address critical, known, challenges in the sponsors' domain.
  • You will work with the enterprise to manage and execute successful contracts.
  • You will oversee projects with strategic impact to the program area and find opportunities to apply research and engineering to the sponsors' hard problems.
  • You will provide leadership in the program area by mentoring project managers, participating in and driving strategic initiatives and contributing to the overall Cyber Resilient Platforms and Infrastructure strategy for AOS.

Qualifications

You meet our minimum qualifications for the job if you...

  • Possess a Bachelors in Computer Science, Engineering, Cybersecurity, or a field relevant to the duties as described above.
  • Have 10 or more years of experience working in cybersecurity or cyber operations.
  • Have 5 or more years of experience managing programs or projects.
  • Are PMP or DAWIA certified, or able to obtain the required certification within 12 months of employment.
  • Are skilled in cybersecurity research and engineering, systems engineering, program/project management.
  • Hold an active TS/SCI+Poly. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

  • Have an additional degree or professional experience in cybersecurity research and engineering, data science, machine learning, critical infrastructure resilience.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
