About the Position

Dexis is recruiting for a Catalytic Investments - Learning Agenda Advisor to supportthe Office of Catalytic Investments (OCI) of the Development Finance Corporation (DFC).

OCI operates as a cross-sectoral entity that deploys risk-tolerant, patient capital to address capital gaps in challenging markets where traditional commercial or mainstream DFI investment is insufficient. OCI serves as a hub for catalytic governance and knowledge sharing within the DFC, with a specialized team dedicated to driving transformative impact through strategic risk-taking and encouraging catalytic transactions agency-wide. The creation of OCI is a testament to DFC's institutional commitment to tackle market failures, reach underserved markets, and foster emergent sectors with significant impact potential.

The Learning Agenda Advisor shall provide expert knowledge and strategic oversight in the development of a Learning Agenda that supports OCI's mission. The Advisor will engage in comprehensive research, stakeholder consultation, and best practice synthesis to design a Learning Agenda that enhances knowledge sharing and encourages catalytic transactions across the agency and in the broader development finance ecosystem.The work involves the integration of learning initiatives within DFC's investment strategies, ensuring that OCI's role as a catalyst for transformative impact is effectively supported through continuous learning and development. The Learning Agenda Advisor will play a critical role in enabling OCI to meet external expectations for DFIs to mobilize significant investment in challenging markets and emergent sectors utilizing catalytic approaches

Work is primarily performed at the DFC's office in Washington, DC. Remote work may be permitted in accordance with the contract. Some domestic and international travel may be necessary to engage with stakeholders and attend relevant conferences.

Responsibilities

  • Conduct thorough assessments of learning needs within OCI to identify key areas where learning and knowledge sharing can enhance the DFC's ability to deploy catalytic capital and expand its strategic risk-taking.
  • Develop a comprehensive Learning Agenda that aligns with OCI's strategic objectives and facilitates the diffusion of best practices and innovation approaches across the DFC.
  • Collaborate with OCI's specialized team of investment officers and other DFC departments to ensure the Learning Agenda reflects a holistic understanding of the Office and Agency's learning needs.
  • Design and implement a scalable framework for the Learning Agenda, including actionable steps, resource allocation plans, and evaluation metrics to measure impact and effectiveness.
  • Facilitate knowledge sharing and learning sessions, workshops, and seminars that promote the principles and objectives of OCI within and outside of DFC.
  • Act as OCI's ambassador for learning and development, representing the Office's commitment to transformative impact at meetings, conferences, and other external engagements.
  • Undertake additional responsibilities as required to support the continuous evolution of OCI's learning and development initiatives.
  • Maintain a high standard of communication and professionalism, responding to inquiries and correspondence in a timely and constructive manner


Qualifications

  • Must have the ability to obtain and maintain a Public Trust clearance.
  • Bachelor's degree in Education, Organizational Development, Business Administration, International Development, or a related field.
  • Minimum of 10 years of experience in learning and development, with a strong preference for experience in development finance or a related field.
  • Experience developing and implementing successful learning agendas.


Preferred Qualifications

  • Master's degree in Education, Organizational Development, Business Administration, International Development, or a related field.
  • If applicable, relevant professional certifications.
  • Knowledge of development finance.
  • Knowledge of risk assessment.
  • Knowledge of investment strategies in emerging markets.
  • Experience fostering cross-sector partnerships.
