Conducts highly confidential and sensitive investigations in matters concerning Baltimore City Public Schools ("City Schools') employee misconduct in office, willful neglect of duties, insubordination, immorality, financial impropriety, and other illegal, unethical or improper activities that are inconsistent with City Schools' standards of responsible and ethical conduct. Gathers information through interviews, investigation and surveillance, research, and review of records and other evidence. Adheres to professional standards and best practices for all stages of an investigation, including collecting, reporting, analyzing, and summarizing evidence and information.
Essential Functions
- Plans and conducts complex investigations including witness interviews, on-site inspections, and collection of documents and evidence.
- May use various types of surveillance to gather information or verify facts.
- Performs searches of computer database, emails, and other communication records, and reviews of files, videos, school system records, and public documents.
- Prepares and submits investigative reports.
- Analyzes evidence, assesses credibility of witnesses, and reviews documents, reports, and other information.
- Submits comprehensive written summaries and recommendations for action, as appropriate.
- Maintains record of investigations.
- Assembles evidence and reports for hearings and court proceedings.
- Testifies at hearings and court proceedings.
- Serves subpoenas and legal documents.
- Supports City Schools' fact-gathering in response to inquiries from government regulators, regarding compliance with laws and regulations
- Utilizes resources appropriately to complete work in the most efficient manner; proactively communicates the status of work; participates and contributes fully as a team member; and exercises sound judgment and decision-making skills to resolve sensitive matters.

Desired Qualifications
- High school diploma or GED
- Three years full-time experience as an investigator in law enforcement, insurance, claims, administrative liability, finance/auditing, private detective. or related investigative work, preferably including investigations of matters requiring review of an intensive volume of records, including analysis of financial and procurement data. (Experience as a patrol officer does not meet the experience qualification.)
- Valid Maryland driver's license and own transportation
- Working knowledge of modern interviewing and investigative techniques
- Knowledge of the legal process
- Skill in trauma-informed interviewing techniques, preferably including interviewing children
- Proficient skills in the use of personal computers, the Internet, and Microsoft Office applications
- Ability to conduct investigations of a wide array of misconduct, ranging from financial impropriety to allegations of inappropriate interactions with other employees, students, or their families.
- Ability to develop and maintain effective and cooperative working relationships with Baltimore City School Police, City Schools' administrators, and external agencies
- Ability to maintain confidentiality and work independently
- Ability to gather and analyze factual information and records
- Ability to deal with the public with tact, understanding, fairness, good judgment and integrity
- Ability to understand and explain laws, rules, regulations, and procedures
- Ability to act in a professional manner at all times, especially under adverse conditions
