Job Description Summary

Enterprise Community Development (ECD) is the largest nonprofit developer, owner, and operator of affordable rental apartments in the Mid-Atlantic. Enterprise Community Development is a division of Enterprise Community Partners ("Enterprise") - a national affordable housing nonprofit that, in addition to its Community Development division, invests capital in affordable rental homes through its Capital division and manages programs, policy, and an advisory group through its Solutions division. Collectively as "Enterprise," the breadth and depth of these end-to-end capabilities is unequaled in the affordable housing industry.

The Construction Manager will coordinate the entire design and construction process on a variety of developments, both new construction and substantial rehabilitation. You will manage pre-construction physical due diligence and design activities, and act as the owner's representative during construction. You'll coordinate architects, engineers, contractors, and other consultants through the project life cycle and be responsible for budget and schedule control as it relates to those activities. As Construction Manager, you'll also collaborate with Enterprise development, property, resident services, and asset management staff. Additionally, you'll develop and maintain working relationships with key stakeholders including lenders, community development agencies and others.

Job Description

Duties and Responsibilities

  • Responsible for the preconstruction and constructions phases of assigned developments.
  • Facilitate the coordination of architects, engineers, utility providers and other design and construction related consultants through the project life cycle.
  • Responsible to ensure the construction scope of work complies with ECD standards and lender requirements.
  • Become familiar with any job specific requirements and effectively implement them in a timely manner so as not to jeopardize timely funding.
  • Negotiate construction and design consultant contracts. Establish the budget for construction and design / 3rd party consultant fees. Manage general contractor and design team while collaborating with development manager to develop the scope of work within feasible budget limits. Actively seek and develop solutions to mitigate cost overruns.
  • Manage internal architectural and interior design review process.
  • Review, update and track changes in the budget line items. Prepare and maintain change order logs and ensure timely resolution of potential change orders within the budget.
  • Establish the preconstruction and construction schedule; coordinate with Development Managers to understand and comply with financing timelines. Oversee contractor and 3rd party consultants to comply with schedule requirements, including closing dates, construction commencement dates and completion dates.
  • Oversee, monitor, and inspect construction to ensure quality construction and compliance with plans and specifications; be thoroughly familiar with construction documents.
  • Attend construction progress meetings and review all construction requisitions to ensure appropriateness for work completed.
  • Resolve contract disputes quickly so as not to unnecessarily delay construction completion.
  • Responsible for timely and profitable completion of assigned developments.
  • Manage and ensure delivery of required certifications such as ZERH and Enterprise Green Communities Plus.
  • Assist with development close-out including release of securities and delivery of contractor's cost certification.
  • Create, organize, and maintain files, reports, correspondence, and related materials.
  • Develop and maintain good working relationships with lenders and investors' inspectors; local and state government agencies including permit and inspection divisions; and utility companies
  • Attend required corporate meetings and training sessions.
  • Promote a positive company image through professional and fair business practices.
  • Non-Essential:
  • Performs other duties as assigned.
  • Ability to work under stress/pressure to meet deadlines and financial objectives.
  • Ability to climb stairs and ladders offsite at project sites.
  • When visiting project sites, incumbent may be exposed to varying environmental conditions (e.g. outdoor weather, dirt, dust, mud, and other construction work-site hazards and hazards associated with urban construction).
  • Ability to travel to (in-state and out-of-state) offsite meetings, project sites, company related functions, etc. with short notice.
  • Valid driver's license and automobile required.

Experience, Education, Training and Qualifications

  • Bachelor's Degree or equivalent experience
  • Three (3) to five (5) years of construction project management experience.
  • Demonstrate ability to manage multiple construction projects simultaneously.
  • A high level of motivation and ability to work independently.
  • A talent for solving problems.
  • Excellent communication skills.

Supervisory Responsibilities:

  • This position has no supervisor responsibilities.

  • The base salary range to offer for this role is $100,000/yr. to 125,000/yr. depending on level of skills and experience.
  • The salary range for this position is represented by the low and /or high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.

Work Location and Work Time

The home office for Enterprise Community Development and Enterprise Residential is in Baltimore. Enterprise also has offices in Columbia, Silver Spring, Washington, DC, Richmond, New York City, and satellite offices elsewhere.

This is a remote-hybrid role which requires attendance in the Richmond, VA office.

Every effort will be made to have a work week consist of 37.5 hours but given the nature of the real estate development business, additional work time may be required.
