Job Summary

As a newly created position, this is an exciting leadership opportunity with accountability for the comprehensive delivery of services for MHSAD's Emergency Services team, the recently established Co-Responder team, and the upcoming Crisis Receiving and Stabilization Center. These dedicated and dynamic teams provide 24/7 community-based crisis-intervention, de-escalation, and stabilization services.

In this role, you will:

  • Oversee Emergency Services, Co-Responder, and the Crisis Receiving and Stabilization Center operations, providing clinical supervision and guidance
  • Develop a robust behavioral health crisis continuum within Loudoun County
  • Lead the County's implementation of the MARCUS Alert legislation
  • Define project management plans including program development and lead mid-level managers and staff during implementation
  • Evaluate program effectiveness, define and implement utilization review and performance measures, and monitor service capacity within all programs
  • Participate in service needs assessments and budget development
  • Assure compliance with federal, state, local, and department policies and procedures
  • Promote ongoing communication and problem-solving with partner organizations to meet needs of individuals served as well as organizational goals
  • Manage staff performance
  • Represent Loudoun County on regional and local initiatives and facilitate multi-agency collaborations
  • Liaison with DBHDS

Minimum Qualifications

  • Professional licensure as: Licensed Clinical Social Worker (LCSW); Licensed Professional Counselor (LPC); Licensed Marriage and Family Therapist (LMFT); or Licensed Clinical Psychologist (LCP)
  • Master's degree in Public Administration or department related area and four (4) years of directly related work experience; including three (3) years of employee/team management experience or equivalent combination of education and experience.
Preferred:
  • Bilingual (English and Spanish) candidates strongly encouraged to apply
  • Previous experience working in a government or public sector community service leadership role
  • Demonstrated leadership skills in creating high-performing teams
  • Experience in clinical assessments and treatments of mental health, substance use disorders, and developmental disabilities for adults and youth
  • Possess solution-focused, critical thinking within a systemic framework
  • Strong facilitation skills for multi-disciplinary team discussions involving various stakeholders in the community


Job Contingencies and Special Requirements

Special Requirements:

  • Must be fitted for N-95 (or similar) mask to safely provide on-site services as needed
  • Must be eligible for certification as a Certified Preadmission Screening Clinician (CPASC) in accordance with VA DBHDS regulations
  • Must be eligible to be a certified Notary Public
  • Co-Responder team activities include riding in law enforcement vehicle for extended periods of time, responding to 911 calls for behavioral health crisis with law enforcement, and outreach to individuals/families after 911 calls for service
  • Co-Responder team requirements include wearing a Kevlar vest and participating in Criminal Justice Academy trainings

Post Conditional Offer Contingencies:
Employment is contingent upon successful completion of a criminal background check, credit check, driving record check and TB test. Must have a valid driver's license in Virginia or regional state of residence.
