Consultant: Procurement and Supply Chain Management (PSM) Expert

Project Overview and Role:

Global Fund in partnership with Palladium International rolled out the Supply Chain and Health Services Spot Checks across 20 countries with the aim to provide: improved visibility of supply chain performance, commodity and service availability, and service disruptions and strengthened assurance through expanded number of on-site spot checks. The countries are located around the world, including Southeast Asia and sub-Saharan Africa.

Palladium is seeking an experienced Procurement and Supply Chain Management (PSM) expert to manage the data analysis aspect of the project, as well as create and review country reports that synthesize key findings.

Primary Duties and Responsibilities:

  • Coordinate technical requirements of the data collection with country teams to ensure spot check/data collection aligns with the questionnaire and supplementary guidelines
  • Develop data quality assurance that will be implemented to ensure the quality of the data
  • Review, clean, analyze data, provide root-cause analysis for low performance against targets and prepare reports on KPIs
  • Analyze KPI performances and ensure consistency with the country SC landscape and other conducted assessments
  • Review final raw health facility and Central Medical Store data set prior to submission to Global Fund and ensure the dataset meets client qualitative and quantitative requirements.
  • Prepare final report of the root-cause analysis and coordinate dissemination workshops with countries
  • Present final report including the corrective actions/recommendations to in country stakeholders
  • Assist project team with any PSM related matters

    Required Qualifications:
  • Minimum of 7 years of experience working on supply chain projects in the international development sector with clients such as the Global Fund.
  • Experience/expertise in assessing policies, systems and structures in the public or private health sector
  • Bachelor's Degree (or equivalent experience)
  • Demonstrated experience conducting rigorous data analysis and creating client-facing reports
  • Demonstrated experience using Microsoft Excel.
