This position is primarily remote within the state of California, with required in-person attendance at Systemwide Labor Relations business meetings as directed by the Executive Director and required travel throughout the state for in-person attendance at bargaining sessions as needed consistent with job responsibilities. The selected candidate must reside within the state of California or be willing to relocate.

Department Overview
The Workforce Commitment Office (WCO) is responsible for promoting best practices, creating guidance, and ensuring alignment with the University of California's (UC) systemwide collective bargaining, policy, and legal obligations related to contracting for services. The WCO supports the mission of UC to support an inclusive and diverse work environment, to create hiring opportunities, to retain valuable employees, and to work collaboratively with supplier stakeholders. The WCO does this by creating and managing support and compliance tools, training and communicating with key stakeholders, developing a comprehensive compliance strategy and timeline, supporting and coordinating successful recruitment strategies and career conversion processes, and ensuring coordination of cross-functional teams that support these efforts across the system. This office reports to the AVP of Systemwide Employee and Labor Relations.

Position Summary
The WCO Systems Analyst provides business systems analytical support and partners with the WCO Director to achieve the goals and objectives of the department. This role is responsible for supporting, maintaining, improving, and establishing processes, systems and protocols related to the data and information needs of the programs under this office. Applies technical expertise and business analysis concepts to identify, evaluate, and define operational goals and objectives. Provides support for new and existing processes and applications. Produces and delivers presentations as assigned. Responsible for management of systemwide, location and supplier data and for determining methods and processes for collecting, analyzing, validating, and maintaining this data. Participates in cross-functional teams as needed within UCOP, across UC locations, and with external partners. Prepares recommendations for approval and recommends and implements changes in processes and procedures. Defines program specifications in collaboration with stakeholders. Communicates with locations, suppliers, and other stakeholders as needed. Determines appropriateness of systemwide versus location-by-location approaches. Collects and manages data from multiple sources for various projects and compliance efforts. Queries and analyzes complex data sets, identifies trends, operational gaps, and compliance risks, and clearly communicates findings, recommendations, and solution-oriented options to stakeholders to support informed decision-making. This role must be highly solution-oriented, with the ability to identify operational inefficiencies, recommend practical improvements, and develop scalable processes that support long-term program success and compliance objectives. The position also supports ongoing process improvement, operational clean-up efforts, documentation development, and implementation of standardized workflows and reporting practices across the system.

Key Responsibilities

25% DEFINE GOALS & OBJECTIVES: Applies technical expertise and business analysis concepts to identify, evaluate and define Article 5, contracting out, and compliance related goals and objectives with an understanding of applicable processes, policies, bargaining agreements, settlement obligations, and legislation. Identifies operational gaps, compliance risks, and process improvement opportunities and develops practical and scalable solutions to support systemwide implementation efforts.

25% SYSTEMS DEVELOPMENT: Creates complex specifications for systems to meet program and stakeholder requirements. Provides technical expertise in identifying, evaluating, developing, and improving complex systems operational workflows, reporting structures, and procedures. Supports implementation and enhancement of compliance-related tools, dashboards, tracking systems, and operational reporting processes. Involved in developing complex user interface designs in collaboration with UCOP and location stakeholders. Determines appropriateness of systemwide versus location-by-location approach to covered services.

25% DATA COLLECTION/MANAGEMENT: Gathers, queries, analyzes, prepares and summarizes operational issues, location information, supplier data, reporting metrics, and compliance related information and troubleshoots as necessary. Develops dashboards, metrics, and visualizations to communicate status of various compliance and operational efforts. Identifies trends, inconsistencies, operational risks, and reporting gaps and prepares recommendations, summaries, and presentations for leadership and stakeholders. Manages data collection, tracking, and integrity related to Article 5, contracting out, and other labor-related mandates. Supports annual reporting obligations, settlement requirements, audits, grievances, and other compliance-related initiatives. Maintains records including contact lists in Box or other data banks. Manage location data in SmartSheet or other databases as required. Manages Guidelines and Decisions Log for the WCO department.

15% PROCESS ANALYSIS: Gathers, analyzes, prepares and summarizes recommendations for approval of business process and procedural documentation. Recommends and implements operational improvements, standardized workflows, process documentation, and procedural changes to improve efficiency, reporting consistency, and compliance outcomes. Develops operational procedures, and training resources to support stakeholders across the system.

10% COLLABORATION/COMMUNICATION: Participates in cross-functional teams to address complex business or systems issues including extensive collaboration and coordination with UCOP leadership, location stakeholders and external suppliers as needed. Communicates complex operational, systems, and compliance-related information to technical and non-technical stakeholders across UCOP, UC locations, suppliers, labor relations, procurement, and external partners. Provides support and training on new and existing processes and applications including Agile One, SmartSheet, and any other applications as needed. Produces and delivers presentations as assigned.

Experience

Minimum 5 years or more experience performing systems and data analysis duties.

Demonstrated expertise in data management methods and best practices, including the integration of data between systems and tools.

Strong skills and experience in data queries, analysis, systems development, reporting methodologies, and data visualization.

Strong skills and knowledge of methodologies associated with analysis of processes and problems, information flow and architecture.

Self-motivated and works independently and to achieve goals as part of a team.

Demonstrated ability to communicate and present complex information to technical and non-technical personnel at various levels in the organization. Demonstrated ability to work with others from diverse backgrounds.

Strong technical writing skills.

Highly proficient in standard business and project management applications and tools and ability to quickly adapt to new applications and systems.

Preferred Qualifications

Expertise level skills in Smartsheet design to support forms, databases, project management, and dashboards.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
