The Oracle Cloud Application Lead - Human Capital Management (HCM) is responsible for the functional ownership, configuration, governance, optimization, and production support of Oracle Fusion Cloud HCM applications. The initial implementation and support scope includes Core HR, Time & Labor, and Absence Management. This role serves as the primary functional authority for the HCM product area and partners with Human Resources, Payroll, Finance, Project Operations, Information Technology, and external service providers to deliver scalable solutions that support the complete worker lifecycle.

The Application Lead provides hands-on leadership across Core HR, workforce structures, person and employment data, Time & Labor, and Absence Management. The role ensures that employee records, assignments, jobs, positions, departments, work schedules, time cards, approval rules, absence plans, accruals, and related reporting are accurate, controlled, and aligned with business requirements, regulatory obligations, audit standards, and Oracle Cloud best practices.

A successful candidate will have a strong understanding of human resources and workforce management processes and the integration of HCM with Payroll, Financials, Project Management, Procurement, Enterprise Performance Management, identity management, and third-party systems. Experience supporting a distributed workforce in Architecture, Engineering, and Construction or Engineering, Procurement, and Construction environments is highly desirable.

This is a hybrid position that will require a combination of on-site work in our Jacksonville, FL headquarters and remote work from home.


Key Responsibilities

  • Serve as the functional lead and subject-matter expert for Oracle Fusion Cloud HCM, maintaining a comprehensive understanding of the configured solution, business rules, dependencies, security, and end-to-end process flows.
  • Lead the configuration, support, and continuous improvement of the initial HCM scope: Core HR, Time & Labor, and Absence Management.
  • Partner with Human Resources and business stakeholders to define and maintain enterprise structures, legal employers, business units, departments, jobs, grades, positions, locations, person records, employment models, assignments, and areas of responsibility.
  • Support worker lifecycle processes, including hiring, onboarding-related data, transfers, promotions, manager changes, employment updates, terminations, and maintenance of accurate person and assignment records.
  • Provide functional leadership for Time & Labor, including time entry, time card layouts, worker time-processing profiles, approval workflows, time categories, validation rules, overtime and premium rules, schedules, and labor distribution requirements.
  • Lead Absence Management configuration and support, including absence types, plans, eligibility, accruals, entitlements, certifications, work schedules, approvals, balance adjustments, and integration with Time & Labor and downstream payroll processes.
  • Partner with HR, Payroll, Finance, Project Operations, and business leaders to ensure worker, assignment, time, and absence data is complete, accurate, timely, and aligned with policy and regulatory requirements.
  • Lead break-fix and enhancement delivery by eliciting and documenting requirements, performing fit-gap analysis, evaluating configuration options, preparing functional designs, and recommending scalable solutions that follow Oracle Cloud best practices.
  • Assess upstream and downstream impacts across HCM, Payroll, Financials, Project Management, Procurement, Enterprise Performance Management, reporting, security, identity management, and integration platforms before approving solution changes.
  • Lead functional testing for system integration testing, regression testing, user acceptance testing, quarterly updates, enhancements, and production fixes; define test scenarios, validate expected results, manage defects, and support business sign-off.
  • Lead the functional readiness process for Oracle Cloud quarterly updates, including feature review, impact assessment, opt-in recommendations, testing coordination, stakeholder communication, training needs, and release validation.
  • Lead resolution of high-priority HCM incidents by coordinating triage, reproducing issues, identifying root causes, recommending corrective actions, and working with Oracle Support, Application Managed Services partners, integration teams, reporting teams, security teams, and business stakeholders.
  • Define and support HCM reporting and analytics requirements using Oracle Transactional Business Intelligence, BI Publisher, dashboards, inquiries, and reconciliations to provide visibility into workforce data, time entry, attendance, absence balances, accruals, compliance, and operational trends.
  • Partner with technical teams on integrations and data conversion processes involving Oracle Integration Cloud, REST or SOAP services, HCM Data Loader, HCM Spreadsheet Data Loader, file-based interfaces, middleware, time-capture systems, identity platforms, and other third-party systems.
  • Maintain functional design documents, configuration workbooks, process flows, testing evidence, support procedures, release documentation, and knowledge articles.
  • Advise HR leaders, managers, payroll professionals, timekeepers, and business teams on Oracle Cloud capabilities, process improvements, automation opportunities, data quality, and adoption of new functionality.
  • Coordinate cross-functional decisions, manage competing priorities, communicate risks and dependencies, and guide stakeholders through process and system changes.


Qualifications

The Oracle Cloud Application Lead - HCM must have hands-on functional expertise in Oracle Fusion Cloud Human Capital Management and demonstrated experience leading requirements, solution design, configuration, testing, deployment, and production support in an enterprise software-as-a-service environment.

  • Five or more years of progressive experience supporting, configuring, implementing, or enhancing Oracle Fusion Cloud HCM, with responsibility for functional ownership or workstream leadership.
  • Deep functional knowledge of Core HR, Time & Labor, and Absence Management, including their end-to-end business processes, shared configuration, dependencies, and integrations.
  • Demonstrated ability to configure enterprise and workforce structures, legal employers, business units, departments, jobs, grades, positions, locations, person records, employment models, assignments, areas of responsibility, and approval workflows.
  • Strong functional understanding of Time & Labor configuration, including time card layouts, time-processing profiles, time categories, worker time entry, schedules, validation rules, approvals, overtime and premium rules, and labor costing or distribution.
  • Strong functional understanding of Absence Management, including absence types, plans, eligibility, accrual formulas, entitlements, certifications, work schedules, approvals, balances, and integration with time entry and payroll.
  • Strong understanding of integrations between HCM and Payroll, General Ledger, Project Management, Procurement, identity management, benefits providers, time-capture systems, and other third-party applications.
  • Knowledge of HR data privacy, audit requirements, internal controls, role-based security, data security profiles, segregation of duties, retention requirements, and regulatory compliance.
  • Proven ability to translate complex business requirements into scalable Oracle Cloud configurations, functional specifications, process designs, reporting requirements, and testing scenarios.
  • Experience leading system integration testing and user acceptance testing, including test planning, test script development, test data preparation, defect management, regression validation, and business sign-off.
  • Proven experience leading Oracle Cloud quarterly update readiness, including feature analysis, impact assessment, opt-in governance, regression testing, stakeholder communications, and production validation.
  • Strong incident and problem management skills for Level 2 and Level 3 support, including root-cause analysis and coordination with Oracle Support, My Oracle Support service requests, Application Managed Services partners, and technical teams.
  • Experience working within an Application Managed Services delivery model, including intake, prioritization, service-level management, backlog management, vendor coordination, and continuous improvement.
  • Working knowledge of Oracle Transactional Business Intelligence and BI Publisher, including the ability to define and troubleshoot functional HCM reporting requirements.
  • Understanding of Oracle Integration Cloud, REST and SOAP services, HCM Data Loader, HCM Spreadsheet Data Loader, file-based interfaces, middleware, scheduled processes, and cross-application data flows.
  • Working knowledge of Oracle Cloud HCM application security, abstract and job roles, duty roles, data roles, security profiles, areas of responsibility, configuration controls, segregation of duties, and audit compliance.
  • Excellent analytical, documentation, facilitation, communication, and cross-functional leadership skills.
  • Ability to build consensus, guide design decisions, manage competing priorities, communicate risks clearly, and lead stakeholders through operational and system change.


Education & Experience

  • Bachelor's degree in Information Technology, Computer Information Systems, Business Information Systems, Human Resources, Business Administration, or a related field.
  • Five or more years of progressive experience implementing, supporting, configuring, or enhancing Oracle Fusion Cloud HCM in a functional lead, senior functional analyst, or comparable capacity.
  • Experience leading requirements gathering, fit-gap analysis, configuration, functional design, data conversion and validation, testing, deployment, production support, and quarterly update readiness.
  • Experience with Core HR, Time & Labor, and Absence Management processes, including worker data, workforce structures, time entry and approvals, work schedules, absence plans, accruals, and related integrations.
  • Experience supporting a distributed workforce in Architecture, Engineering, and Construction, Engineering, Procurement, and Construction, design-build, professional services, or a comparable organization is preferred.
  • An equivalent combination of education and directly relevant Oracle Fusion Cloud HCM experience may substitute for the stated degree requirement.

Certifications

Having the following certification is preferred:

  • Current Oracle Global Human Resources Cloud Implementation Professional certification or the applicable current Oracle Fusion Cloud HCM certification.

The following certifications are also valued:

  • Oracle Time and Labor Cloud certification.
  • Oracle Absence Management Cloud certification.
  • Oracle Payroll Cloud certification.
  • Oracle Fusion Cloud Applications Foundations certification.

Equivalent recent hands-on Oracle Fusion Cloud HCM implementation and production support experience may substitute for certification.

While performing the duties of this job, this position is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds.
