Primary Purpose of Position
Under the direction of the Assistant Dean for Business and Personnel, the HR Specialist administers the College's human resources operations - facilitating and monitoring recruitment, hiring, and personnel actions for SHRA, EHRA (faculty and non-faculty), temporary, and student positions, and preparing recruitment and personnel materials for departments, the Dean, and supervisors. It develops and streamlines HR processes - including onboarding, offboarding, recruitment, and training - to provide clarity and efficiency, recommending changes to the Assistant Dean for approval, and it participates in and leads HR training while developing supporting documentation and materials in conjunction with College business process staff. While most approvals and all policy interpretation rest with the Assistant Dean, the role holds delegated authority over defined lower-level actions - approving routine recruiting requests in the College's applicant tracking system and processing standard temporary and student wage actions - and resolves routine employment situations in consultation with the Assistant Dean. It serves as the College's HR resource, applying University and State policy for chairs, directors, and managers and proposing process improvements for review. It maintains confidential personnel records, tracking spreadsheets, and HR data - ensuring accuracy, retention, and compliance, and tracking lapse salary in conjunction with College budget and finance staff - and prepares HR reporting to support College decision-making. Throughout, it coordinates with College budget and finance staff on personnel and wage funding and with College business process staff on temporary and student coverage staffing, acting in an advisory and supportive capacity and taking initiative within its lane while final authority rests with the Assistant Dean for Business and Personnel.
Minimum Education/Experience
Required Minimum Qualifications:

Bachelor's degree and one (1) year of experience related to the area of assignment; or equivalent combination of education and experience. All degrees must be received from appropriately accredited institutions.

Essential Job Duties

  • Facilitates and monitors recruitment and hiring for SHRA, EHRA (faculty and non-faculty), temporary, and student positions across the College, preparing recruitment and personnel materials for departments, the Dean, and supervisors.
  • Serves as the delegated approver for routine recruiting requests in the College's applicant tracking system and processes standard temporary and student wage actions, escalating permanent hires, salary changes, and policy matters to the Assistant Dean for Business and Personnel.
  • Develops and streamlines HR processes - including onboarding, offboarding, recruitment, and training - to provide clarity and efficiency, recommending changes to the Assistant Dean for approval.
  • Participates in and leads HR training for College staff, developing supporting documentation and materials in conjunction with College business process staff.
  • Serves as a resource on HR policies, procedures, and employment processes for chairs, directors, managers, and staff, applying University and State HR policy to day-to-day situations and routing formal policy interpretation to the Assistant Dean.
  • Maintains confidential personnel records, HR documentation, and tracking spreadsheets, ensuring accuracy, proper retention, and compliance with University and State requirements.
  • Tracks lapse salary and personnel budget data in conjunction with College budget and finance staff, and prepares HR reports, recruitment data, and presentation materials for College leadership.
  • Resolves routine employment situations in consultation with the Assistant Dean, handling restricted employee information with confidentiality throughout.

Other Work Responsibilities

  • Coordinates with College budget and finance staff on wage and position-funding data, and with College business process staff on temporary and student coverage staffing.
  • Identifies gaps and inefficiencies in HR processes and proposes improvements to the Assistant Dean for review and approval.
  • Maintains current knowledge of employment categories, compliance requirements, and HR systems, keeping College practice aligned with University policy.
  • Performs other duties as assigned to meet the College's evolving business and operational needs.

Departmental Preferred Experience, Skills, Training/Education

  • Experience in human resources administration, preferably in a higher education or university setting.
  • Working knowledge of UNC System and State HR policies and of SHRA, EHRA, and Faculty employment processes.
  • Strong spreadsheet and data-management skills, including tracking, reconciliation, and reporting.
  • Demonstrated ability to develop, document, and streamline processes for clarity and efficiency.
  • Excellent written and verbal communication skills, including the ability to advise staff and lead training.
