JOB SUMMARY:

The Program Manager (PM) is responsible for the overall management and execution of the AFCAP VI basic contract, serving as Acuity International's designated key person and primary interface with the AFCAP Contracting Officer (CO) and the Government AFCAP Program Management Team. The PM leads the Program Management Office (PMO), directs a globally dispersed portfolio of task orders (TOs), and ensures 24-hour responsiveness across contract, deployment, and security management functions. The PM is accountable for contract compliance, quality, and performance across all awarded TOs and will actively support and promote the company's vision, mission, and values.

DUTIES AND RESPONSIBILITIES:

  • Serve as the contract-level key person of record, remaining in position for a minimum performance period of at least 12 months.
  • Establish and maintain a fully staffed PMO, including an Alternate Program Manager, primary and secondary 24-hour contacts, Contract Managers, Deployment Managers, and Security Managers.
  • Develop, maintain, and update the AFCAP Management Plan (CDRL A001), including the Staffing Plan, Quick Response Plan, Quality Control Plan, Procurement Plan, Subcontract Management Plan, Safety Plan, Security Plan, Property Control Plan, Contingency Plan for Essential Contract Services, and Combating Trafficking in Persons (CTIP) Plan.
  • Manage multiple task orders simultaneously in geographically dispersed, often austere or contingency locations, including oversight of designated Site Managers and Alternate Site Managers for each awarded TO.
  • Serve as the primary liaison to the AFCAP CO and Government Program Manager, including submission of plan updates, key personnel change notifications, and the Key AFCAP VI Contact Listing (due within 60 calendar days of award and updated within five business days of any change).
  • Ensure timely, accurate fulfillment of all contractual requirements, CDRLs, data collection, and performance reporting.
  • Ensure program-wide compliance with the Joint Ethics Regulation (DoD 5500.7-R) and all host country, federal, state, and company laws, regulations, and requirements.
  • Develop and deliver briefings and presentations to senior leadership and U.S. Government representatives.
  • Provide leadership, training, and development to foster a culture of continuous improvement, safety, and high performance across all sites.
  • Support proposal responses to individual TO competitions and maintain readiness to mobilize quick-response efforts.

QUALIFICATIONS:

  • Current, active SECRET security clearance (verifiable).
  • Five (5) years of program management experience within the last seven (7) years, with demonstrated expertise in each of the following areas:
  • Government appropriations
  • Air Force Mission Support functions, specifically Engineering and Force Support
  • Construction, Services, and Commodities
  • Government acquisitions
  • Management of multiple task orders of a magnitude greater than $2M each in geographically dispersed locations simultaneously, or equivalent deployment experience
  • Willingness to sign a Letter of Intent committing to this role upon contract award and to provide a resume and experience narrative documenting qualifying efforts (scopes/types of work, dollar values, and number of efforts) completed within the last five years.
  • Proven verbal and written communication and interpersonal skills, with the ability to lead, coach, and supervise a geographically dispersed team.

PHYSICAL REQUIREMENTS AND WORK CONDITIONS:

  • Task order locations may be remote, austere, or contingency environments, requiring adaptability and resilience.
  • Must maintain 24-hour availability and be prepared to respond to urgent Government requirements on short notice.
  • Travel to CONUS and OCONUS locations, including attendance at the post-award contractor school at Tyndall AFB, FL, may be required.
  • Must be able to adapt to changing work conditions, including shifts in workload, tasks, and environmental factors.
