THOR Solutions is actively seeking a Management AnalystII to provide full-time technical and professional support services at theMid-Atlantic Regional Maintenance Center (MARMC)in Norfolk, VA.

This position is contingent upon contract award, anticipated for September 2026.

Typical Responsibilities:
  • Prepare and update Executive Planning Status Reports, schedules, milestones, and financial reports related to ship availability projects.
  • Obtain data from various available systems and generate historical or predictive analysis to assist in resource allocation or other trend analysis in support of strategic goals.
  • Recommend changes in business, management, administrative processes, policies, procedures in the planning and execution of ship maintenance availability.
  • Provide support in developing budget estimates and forecasts while providing detailed justifications.
  • Revise correspondence such as risk letters and naval messages in accordance with DON format.
  • Provide support to staff on business management and personnel practices, management principles, organizational theory, and techniques of analysis and evaluation.
  • Provide support to staff on standardized business practices and procedures to conduct studies of work processes in various organizations in order to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, business processes, and workload distribution.
  • Review work specifications, generate and maintain planning and execution reports, and validate integrated schedules.
  • Conduct position management and organizational reviews, studies of organizational structures, and make position management recommendations that integrate various management styles.
  • Communicate information effectively and efficiently in order to gather information, present recommendations and coordinate services. Make on-the-spot presentations to large groups.
Location:Onsite at Mid-Atlantic Regional Maintenance Center (MARMC) in Norfolk, VA.

Typical Physical Activity:Mix of desk/computer work in an office environment and visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g. confined spaces, ladders, hatches), or vision.

Typical Pay Range:The anticipated pay range for this position in the identified location(s) is $70,000 - $80,000/year. Actual compensation offered will be based upon individual factors including education, qualifications, and experience.

Existing SECRET Security Clearance Required: This position requires an existing active or interim Secret security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position. A candidate without a clearance but with highly relevant experience may be considered, but still must obtain a clearance prior to hire.

Required Knowledge, Skills, and Abilities:
  • Bachelor's Degree in a related field
  • Five (5) years of in-depth knowledge of surface ship modernization, maintenance, and repair policies and methods.
  • Experience in the use and creation of documents in Microsoft Office applications such as Word, PowerPoint, Excel, Access, Outlook, and Project.
