THOR Solutions is actively seeking a Logistics Analyst to provide full-time technical and professional support services at theMid-Atlantic Regional Maintenance Center (MARMC)in Norfolk, VA.

This position is contingent upon contract award, anticipated for September 2026.

Typical Responsibilities: Typical responsibilities include but are not limited to the following.
  • Ensure all material is on order in accordance with the JFMM milestones for the 50%, 80% and 100% LLTM order dates.
  • Review work specification packages, Request for Contract Change (RCC) to identify government furnished LLTM via NMD.
  • Review material requirements from the Third-Party Planner (3PP) in Material Requirement (MRQT) and monitor status of LLTM and Critical Path material, parts and assembly requirements provided by the 3PP. Identify alternative sources when estimated delivery dates do not support start dates or availability schedules. Review and tech-edit using technical drawings, technical manuals and other research tools.
  • Submit required market research and develop the necessary documents to complete the procurement package when order method is open purchase.
  • Perform on site receipt inspections to ensure proper receipt of LLTM. Identify damaged or inadequate receipt of material.
  • Create inventory lists for Material Pull and Stage requirements prior to the CNO Availability. Assist in the staging, shipping, receiving, crating, moving and storage of LLTM.
  • Document and monitor turn-over and transfer of PCMS Tiles IAW MARMC PCMS Tile instruction 9740 series.
  • Assist the local storage facility during material inventory.
  • Provide life cycle logistics in support of ship repair and maintenance.
  • Track product material requisitions, open purchase, and MILSTRIP flow, from origin to final delivery. Expedite all necessary requirements; ensure follow-up MILSTIP is entered for NSN material.
  • Input excess/future use material (FUM) into the government's Material Access Technology (MAT) database.
  • Create the necessary documents using MAT to properly identify FUM for labeling purposes and for transition to the local storage facility.
  • Monitor movement of material to ensure storage location is updated in MAT.
  • Assist with properly identifying excess/FUM prior to inputting into MAT. This may require physical sight validation at the local public or private shipyards.
  • Recommend improvements to existing and planned logistics processes.
  • Develop and/or maintain models for logistics uses, such as cost estimating and demand forecasting.
  • Develop reports to provide material status or to produce metrics.
  • Provide assistance and/or develop standard operating procedures.
  • Coordinate with SME/Code Manager to request necessary funding be established. Send follow-up correspondence to the maintenance team Project Manager, to inquire of any pending funding requirements to ensure the timely preparation of purchase packages, thus enabling the purchase package to be forwarded to the government buyers for approval and release.
  • Review drawings and cost estimates for accuracy and compliance, and coordinate with Project Manager, Shipbuilding Specialist, and other personnel to resolve issues.
Location:Onsite at Mid-Atlantic Regional Maintenance Center (MARMC) in Norfolk, VA.

Typical Physical Activity:Mix of desk/computer work in an office environment and visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g. confined spaces, ladders, hatches), or vision.

Typical Pay Range:The anticipated pay for this position in the identified location(s) is $32.04/hour. Actual compensation offered will be based upon individual factors including education, qualifications, and experience. This position is covered under the Service Contract Act (SCA), and will additionally receive $5.09/hour in "health and welfare" benefits.

Existing SECRET Security Clearance Required: This position requires an existing active or interim Secret security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position. A candidate without a clearance but with highly relevant experience may be considered, but still must obtain a clearance prior to hire.

Required Knowledge, Skills, and Abilities:
  • High School Diploma and:
  • Six (6) years of full-time hands-on experience with Navy shipboard supply system.
  • Knowledgeable in material identification and requisitioning using Military Standard Requisitioning and Issue Procedures (MILSTRIP), and open purchase procurement via commercial vendor.
  • The ability to read and interpret Allowance Parts List (APL), research Technical Manuals associated with shipboard systems and equipment and be able to communicate with maintenance personnel.
  • Two (2) years hands-on maintenance experience related to ship Maintenance and Material Management (3M), repair, operation, troubleshooting, and maintenance of shipboard systems and equipment in accordance with the Joint Fleet Maintenance Manual (JFFM).
  • Knowledge of the following software applications: Maritime Systems Environment (MSE) Information Handling Services (IHS)- (HAYSTACK), LOGICOM, Material Access Technology (MAT), Material Requirements (MRQT), ONE TOUCH, E-MALL, Maintenance Figure of Merit (MFOM), Navy Maintenance Database (NMD), Model Based Product Support (MBPS).
  • Experience with Navy shipboard supply system.
  • Proficient in MS Office, including Word, Excel, Access and PowerPoint, SharePoint, and Power BI.
