Rutgers, The State University of New Jersey is seeking a Manager, Information Systems & Technology (Infrastructure) within the IST Central Core Department at the Rutgers Cancer Institute.

The Manager, Information Systems Technology (Infrastructure) is responsible for the planning, implementation, and operational management of research computing and technology infrastructure supporting the Rutgers Cancer Institute. This role ensures the availability, security, and performance of systems that enable research activities across the enterprise.

Primary responsibilities include oversight of high-performance computing ( HPC), scientific instrumentation support, enterprise applications, and cloud-based platforms. The Manager provides direction for infrastructure services that support data storage, processing, analysis, and secure collaboration, ensuring alignment with institutional standards and regulatory requirements.

This role leads the development and support of cloud computing and AI infrastructure capabilities, including the adoption of scalable compute environments, data analytics platforms, and machine learning tools. Responsibilities include governance, cost management, and ensuring the secure and compliant use of cloud and AI technologies in research environments. The Manager collaborates with researchers, IT staff, and external partners to evaluate and implement technologies that enhance research productivity.

This position is accountable for maintaining service reliability, driving infrastructure improvements, and supporting emerging technology needs across the Rutgers Cancer Institute.
Essential Duties and Responsibilities include the following:

  • Provide strategic leadership and direction for research technologies and systems, including server infrastructure, scientific instruments, high performance computing, AI, and cloud computing infrastructure and services.
  • Administer and maintain enterprise storage and server infrastructure, including platforms such as Box and RDS, ensuring high availability, optimal performance, and data security through proactive system upgrades, patch management, and vulnerability remediation in compliance with established security standards.
  • Serve as the primary liaison with Rutgers OIT and OARC teams while providing senior-level technical guidance and escalation support and designing scalable infrastructure solutions to meet research and operational needs.
  • Govern data lifecycle management for Rutgers Cancer Institute systems, ensuring secure access, transmission, and storage of data in compliance with institutional policies and federal regulations, including HIPAA.
  • Develop and maintain policies and procedures for research technology operations, including change management and contingency planning.
  • Provide technical support and troubleshooting for research technology systems and infrastructure.
  • Supervises systems administration staff in day-to-day operations as well as provides guidance with talent development and regular performance evaluations.
  • Participates in staff hiring and helps identify staffing needs and changes to respond to changing project and organizational needs.
  • Develop and maintain disaster recovery and business continuity plans for research technology operations.
  • Conduct periodic testing of contingency plans to ensure they remain effective and up-to-date.

Qualifications






Minimum Education and Experience

  • Bachelor's degree in computer science, Engineering or related discipline required. Master's Degree preferred.
  • Six (6) years of progressively more responsible experience in a technical environment.
  • Demonstrated expertise and excellence in design, implementation and management of complex technical systems and environments.
  • Must have extensive experience working in a technical setting and a strong understanding of workflow, policies and procedures regarding production environments.
  • Equivalent education, experience and/or training may be substituted for the degree requirements.

Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • In-depth server hardware, server software and performance analysis knowledge.
  • Demonstrated ability to identify and solve problems of highly technical complexity.
  • Strong familiarity with network/information systems theory and design.
  • Broad understanding of network/server connectivity, security issues, architecture, policy and practice in large, complex enterprises.
  • Demonstrated progression in responsibility, culminating in positions with senior, hands-on design and implementation requirements.
  • Demonstrated strong verbal and written communication skills.
  • Demonstrated ability to present and discuss technical information in a clear and precise manner.
  • Demonstrated ability to develop comprehensive procedural documentation or SOPs. Demonstrated ability to develop quality technical documentation.
  • Current Microsoft server experience required, certifications are desired.
  • Enterprise file system management, efficient use of NTFS permissions, quota implementations and Enterprise scripting methodologies.
  • Demonstrated ability to drive complex tasks spanning multiple teams to completion.
  • Effective oral and communication skills.
  • Must be computer literate with proficiency and working knowledge of database and reporting tools such as Microsoft Word, Excel, Access, and PowerPoint.

Preferred Qualifications

  • Master's Degree preferred.
  • Knowledge of authentication methods (Active Directory/LDAP), replication, group policy, DNS, server security, component backups and distributed file systems preferred.
  • Knowledge of server virtualization (e.g. VMWare) and capacity, availability planning and performance tuning of same. Enterprise shared storage experience and snapshot technologies a plus.
