Job Title: Systems Analyst 3

Location(s): Austin, TX

Primary Focus:

• Senior functional and technical support for the CAPPS (PeopleSoft FSCM 9.2) Asset Management module and related statewide ERP operations.

Primary responsibilities

• Serve as the functional subject matter expert for the PeopleSoft Asset Management module.
• Configure and maintain Asset Management functionality.
• Support production issues, enhancements, testing, and deployments.
• Monitor and troubleshoot batch jobs (Run My Jobs/RMJ).
• Perform functional design, configuration, and documentation.
• Coordinate Fiscal Year-End activities.
• Provide Tier 2 application support.
• Work closely with agencies, business users, vendors, and technical teams.
• Support disaster recovery, audits, accessibility compliance, and major incidents.
• Participate in statewide ERP projects and module implementations.
• Train users and junior analysts.
• Support integrations with AP, Purchasing, General Ledger, USAS, TINS, and other statewide systems.

• 10+ years knowledge of Texas state policies.
• 8+ years supporting CAPPS Financials.
• 8+ years supporting large Texas state agency environments (30+ agencies).
• 8+ years monitoring RMJ batch processing.
• 8+ years with PUM, Fluid UI, Elasticsearch.
• 8+ years Tier 2 Service Desk support with Managed Services vendors.
• 8+ years Fiscal Year-End planning.
• 8+ years Disaster Recovery participation.
• 8+ years executive presentations.
• 8+ years audit support.
• 6+ years Major Incident Management (P1/P2).
• 6+ years vendor contract interpretation.
• 6+ years WCAG 2.1 accessibility.
• 5+ years Purchasing module experience.
• 3+ years ITIL.

Ideal candidate profile
This position is best suited for a senior PeopleSoft FSCM functional analyst with extensive Texas CAPPS experience, particularly in Asset Management. The strongest candidates will have hands-on functional configuration experience, deep knowledge of statewide ERP systems (CAPPS, USAS, TINS, SPA), strong technical skills (Application Designer, Integration Broker, SQL, SQR, BI Publisher), and significant experience supporting large multi-agency Texas government environments. Experience with fiscal year-end processing, production support, audits, disaster recovery, and Tier 2 application support is considered essential.
