Job Title: Systems Analyst 3

Location(s): Austin, TX

Primary Purpose:
Serve as a senior functional Systems Analyst supporting the CAPPS Financials environment, with primary responsibility for the Accounts Payable (AP) module, production support, functional configuration, integrations, troubleshooting, and statewide agency support.

Primary Responsibilities:

  • Serve as the PeopleSoft FSCM Accounts Payable functional subject matter expert.
  • Configure and maintain AP module functionality.
  • Support vendor management, voucher processing, approvals, matching, withholding, payments, and reconciliations.
  • Monitor and manage CAPPS AP batch jobs (Run My Jobs).
  • Support integrations between AP and:
    • General Ledger
    • Purchasing
    • Asset Management
    • Commitment Control
    • Project Costing
    • USAS
    • TINS
  • Perform production support, incident resolution, and root cause analysis.
  • Prepare Functional Design Documents (FDDs).
  • Perform functional testing, regression testing, and UAT coordination.
  • Support PeopleSoft upgrades, PUM images, Change Assistant, and selective adoption.
  • Provide Tier 2 Service Desk support while coordinating with Tier 3 Managed Services.
  • Participate in Major Incident Management (P1/P2 incidents).
  • Participate in Disaster Recovery testing.
  • Coordinate Fiscal Year-End activities.
  • Ensure WCAG 2.1 accessibility compliance.
  • Participate in SOC-1 audits.
  • Conduct training and cross-training for agencies and junior analysts.
  • Present to executive leadership, CAPPS User Groups, and Steering Committees.

Ideal Candidate Profile:
A senior PeopleSoft Financials functional consultant with 12-15+ years of Texas public-sector ERP experience, deep expertise in CAPPS Financials and the Accounts Payable module, strong functional configuration capabilities, PeopleSoft technical knowledge (Application Designer, SQL, SQR, Integration Broker), production support experience, fiscal year-end coordination, ITIL-based incident management, and extensive experience supporting large statewide ERP implementations involving 30+ Texas agencies.
