Description
This is a senior-level Systems Analyst 3 role supporting a statewide CAPPS ERP program (PeopleSoft FSCM 9.2). The position is heavily focused on functional leadership, system configuration, production support, statewide financial operations, and cross-agency coordination.

Key role focus

* CAPPS Financials functional ownership, especially:

• General Ledger (GL)
• Commitment Control (KK)
• Budgeting
• Cash Receipts (CR)
• Project Costing (PC)

* Support a statewide ERP environment serving 100+ agencies.

* Perform:

• Functional configuration
• Production support
• Batch job monitoring (Run My Jobs)
• Incident management
• Fiscal year-end coordination
• Testing/UAT
• Security oversight
• Audit support
• Training and presentations

* Work with PeopleSoft FSCM 9.2, CAPPS, USAS, TINS, STARR, and related statewide financial systems.

1. State Government ERP/CAPPS Experience

• 15 years: State government financial policy knowledge
• 10 years: CAPPS Financials support
• 10 years: Supporting 30+ state government agencies
• 10 years: Statewide fiscal systems experience

1. PeopleSoft FSCM Expertise

• 12 years: General Ledger and Commitment Control module experience
• 12 years: System configuration experience
• 5 years: Cash Receipts module
• 1 year: Project Costing module

• SAP Business Objects
• PUM (PeopleSoft Update Manager)

• Tier 2 Service Desk support

• Batch job monitoring (RMJ)

• NIST security standards

• WCAG 2.1 accessibility compliance
• ITIL/ITSM processes

Ideal candidate profile

The strongest candidate would be a long-term state government ERP consultant or analyst with:

• 10-15+ years supporting CAPPS/PeopleSoft FSCM 9.2.
• Deep General Ledger and Commitment Control expertise.
• Extensive statewide agency support experience.
• Strong PeopleSoft functional configuration skills.
• Working technical knowledge of SQL, SQR, BI Publisher, Application Designer, and Integration Broker.
• Experience coordinating fiscal year-end processes, audits, incidents, and statewide ERP operations.

This role targets a niche CAPPS/PeopleSoft FSCM expert with extensive state government experience, making the candidate pool relatively small.
