Overall assessment: This is essentially a "known CAPPS resource" requisition. The combination of mandatory CPA-specific mainframe activities (ACR coordination, SPRS updates, fiscal year-end processing, CAPPS Central support, environment refresh coordination, support for 100+ agencies) makes it difficult for candidates outside the Texas Comptroller/CAPPS ecosystem to qualify competitively.
