Project Overview:
The Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains with an LNG production capacity ofapproximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world's largest vessels, and dozens of associated buildings and utilities.
Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.
Job Summary:
In this role, you will work with the Cheniere Program Management Team to align quality culture and programs with business strategy to improve project performance. You will manage Quality Management System certification and assessment and oversee the review and evaluation of project quality and execution plans. Your leadership will elevate organizational competencies and drive quality culture, standards, core programs, and processes. #LI-TH1
Major Responsibilities:
- Directs project quality activities and interfaces with engineering, procurement, construction, testing, operations, suppliers, subcontractors, and project management to ensure quality objectives, contractual requirements, and project goals are achieved.
- Develops, implements, and maintains the Project Quality Management Plan (QMP), quality procedures, audit and surveillance schedules, and quality-related project requirements.
- Reviews and approves quality procedures, supplier quality documentation, Quality Plans, ITPs, test reports, and related submittals.
- Conducts regular jobsite inspections, audits, surveillances, and assessments to verify compliance with project specifications, quality standards, and regulatory requirements.
- Identifies quality deficiencies, recommends corrective actions, verifies implementation of solutions, and manages corrective action programs using DevonWay or similar Closed Loop Corrective Action (CLCA) systems.
- Coordinates, manages, and performs internal and external quality audits and surveillances, including follow-up and closure of findings.
- Reviews and approves supplier and subcontractor responses to audit findings and quality deficiencies.
- Provides leadership, training, mentoring, and guidance to project quality personnel and project teams.
- Conducts quality orientation and awareness sessions and supports implementation of People Based Quality (PBQ) initiatives and continuous improvement programs.
- Prequalifies suppliers and subcontractors, evaluates quality system capabilities, and monitors supplier quality performance.
- Collaborates with supplier quality teams to address issues, implement improvements, and ensure compliance with project and company quality requirements.
- Leads Project Root Cause Analysis (RCA) activities, facilitating investigations, documenting results, implementing corrective measures, and verifying effectiveness to prevent recurrence of quality-related issues.
- Maintains client communication regarding project quality matters and supports project teams in resolving quality concerns.
- Reviews project schedules to ensure quality activities are properly planned and executed.
- Supports implementation of Best Practices and Lessons Learned programs, including collection, evaluation, documentation, and incorporation into project processes.
- Develops and tracks quality metrics, analyzes the effectiveness of quality systems and surveillance programs, prepares reports on quality performance, and provides weekly and monthly updates to project management.
- Forecasts quality staffing and budget requirements, monitors quality-related expenditures, and initiates stop-work actions when warranted to protect project quality and compliance.
Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience. A recognized degree in an engineering or scientific discipline, or specialized courses in engineering, quality, and practical work experience in fields of engineering, environmental science, procurement, construction, testing, operations, decommissioning, or business administration. Master's degree (advantage).
Required Knowledge and Skills:
- Technical knowledge in the application of engineering, environmental science, procurement, construction, testing, operations, or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, decommissioning, and regulatory requirements.
- Broad knowledge of the quality principles and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning.
- Knowledge of the application of corrective actions to reconcile nonconforming conditions.
- Knowledge of regulatory requirements and functions which impact the quality program/plan.
- Proficiency in oral and written communications.
- Proficiency in providing direction and on the job training to assigned personnel.
- Proficiency in the use of applicable computer programs.
- ISO 9001: 2015 Certified Lead Auditor (IRCA approved) (required).
- Applicable certification in Quality, e.g., Six Sigma (Green/ Black Belt), Lean skills, Certified Quality Manager (CQM) (advantage).
- Demonstrated experience with design controls, design verification and validation activities, process controls, supply chain, construction, start-up activities, and risk management.
- Experience working in a team-oriented, collaborative environment. Must maintain outstanding interpersonal and communication skills to motivate a large employee community.
- Must have led diverse teams made up of multifunctional professionals to realize agreed upon goals and objectives.
- Excellent coaching, listening, presentation, and interpersonal skills.
- Strong analytic skills with practical knowledge of how to identify key performance quality metrics to set targets for maintaining a state of compliance while identifying areas for improvement.
