This position is intended to be eligible for benefits. This includes Health, Dental, Vision, Life Insurance, a Retirement Plan, Paid time Off, and Tuition waivers for employees and dependents.

Under general supervision from the Director, Deputy Director and/or the HR Manager, the HR Representative will perform various tasks within the UIC HR Service Center. These tasks include, but are not limited to, the following: Employment/Mortgage Verification processing, oversight on Probationary Evaluation process, and State University Retirement System (SURS) Web Event processing. Reviewing and submitting Unemployment Claims, participating on hearing requests and recording all requests that are received from the Illinois Department of Employment Security (IDES). Additionally, the HR Representative will also provide clerical support to the HR Service Center in the various areas as needed.

Duties & Responsibilities:

SURS Processing
  • Provide information to the State University Retirement Systems (SURS)
  • Submit leave of absence web events for Suspended employees.
  • Serves as liaison between SURS and Campus units to ensure timely processing of web events.
  • Serves as liaison between SURS and University Payroll and Benefits.
  • Provide timely follow-up to inquiries via email/phone to inquiries from SURS and the UIC colleges/units on questions pertaining to web event processing.
  • Reconciliation of employee addresses within the SURS system.

Probationary Evaluations
  • Civil Service probationary process, which includes
  • Maintains and tracks probationary forms.
  • Distribute reminders for probationary evaluations at the appropriate intervals.
  • Updating budget profile codes upon probation completion.
  • Assists with audits on probationary process when directed by System Office.

Employment/Mortgage Verification
  • Verifies and oversees phone verification of general employment: title and dates of employment
  • Verifies employment for Social Security, HUD, IL Dept. of Human Services.
  • Assist external clients such as FBI agents, Chicago Police Department and other agencies.
  • Assist internal clients such as UIC police department request with employment verifications.
  • Provides salary history information to Workers Compensation.

Miscellaneous Duties
  • Serves as a resource to the following HR Service Center functions
  • Loan Default. Follow-up on monthly submissions for the campus.
  • Records and maintains database for those that require follow-up.
  • Routinely review and follow-up for those that are in default on their loans.
  • Shared Benefits Donation: Confirms eligibility to donate with departments of academic employees; notifies department of donation; Prepares notifications for employees of donation and withdrawals.
  • Subtract shared benefit donations from employee's benefit balances: Add shared benefits donations and subtract withdrawals from the Access Database Shared Benefits Pool.
  • Tuition Waiver (Employee and Child): Instructs employees and units in policy, processes and procedures for tuition waivers including reference to self-service (NESSIE) access.
  • Completes Tuition Waivers for employees forwarding by e-mail, fax or paper as required by the university involved.
  • Serves as Liaison with other universities' Tuition Waiver Administrator.

Unemployment Compensation
  • Unemployment Compensation processing, which includes
  • Logging of Unemployment Compensation claims, hearing notices, determinations, and appeals.
  • Review and process Unemployment Claims and participate on hearing requests.
  • Assists with gathering documents for quarterly compliance audits.
  • Scanning unemployment compensation claims, hearing notices, determinations and appeals.

HR Service Center Operational Duties
  • Reception Area Coverage.
  • Assists with other section operations, such as providing information to University Administration, records management, assisting with other HR related statistical or error reports and provide general information to the public. Aids the HR Manager and/or Deputy Director which could include review of reports, data cleanup, record review, Floating holiday roll, Retro Pay, and benefit payout adjustments.
  • Attending Campus and University wide policy/procedural meetings.
  • Perform other related duties and participate in special projects as assigned.


Minimum Qualifications Required:

  1. High school diploma or equivalent.
  2. Any one or any combination totaling two (2) years (24 months) from the following categories below:
    1. course work in human resource administration, business administration or a closely related field, as measured by the following conversion table or its proportional equivalent:
      • 30 semester hours equals one (1) year (12 months)
      • Associate's Degree (60 semester hours) equals eighteen months (18 months)
      • 90 semester hours equals two (2) years (24 months)
    2. progressively more responsible work experience maintaining, monitoring, and/or processing human resource records and reports.
Preferred Qualifications:
  • Associate's Degree in Business Administration, Human Resources Administration, or a related field.
  • A minimum of at least one year of work experience performing professional-level human resources duties in an Higher Education institution.
  • Familiarity of UIC appointments and employment practices. Knowledge of University campus policies and procedures.
  • Experience using University systems such as Banner, HR Front End, I-9 Tracker, etc.
  • Intermediate skillset with MS Office suite, HR Enterprise Systems, knowledge of University of Illinois campus policies and procedures.
  • Knowledge of standard principles and procedures used in human resource and ability to apply those used in complex technical operations in human resource.
  • Knowledge of federal and state laws, rules, and/or regulations related to public human resource administration.
  • Skills in organizing, analyzing, and interpreting data.
  • Skill in working with managers, staff, and the public.
  • Skill in writing and editing reports and other materials.
  • Ability to work with frequent distractions.
  • Willingness and ability to work with electronic data processing hardware and software.
  • Mathematical ability.
  • Ability to direct the work of others
  • Ability to understand and interpret written procedures and guidelines.
  • Ability to understand computerized information systems and related reports.
  • Ability to assist in the formulation/revision of human resource policies and procedures.
