How You'll Make an Impact As the Purchasing and Government Property Administrator you will manage procurement lifecycle activities and government property accountability to ensure compliance, cost control, and readiness for audits at Aptima. You'll work closely with Contract Administrators, Information Systems, project managers, and finance to administer purchase requisitions and purchase orders in Deltek Costpoint, track vendor invoices and budgets, and oversee government property acquisition, tagging, tracking, disposition, and audit support. Your work will enable program execution, fiscal stewardship, and regulatory compliance across company locations. Key Responsibilities
- Hands-on experience with Deltek Costpoint, specifically Purchase Requisition and Purchase Order modules: establish requirements, set up vendor information, determine compete vs. non-compete, and ensure Small Business Utilization compliance.
- Administer purchase orders: coordinate with Contract Administrator and Information Systems, track invoicing, manage PO closeout.
- Track and report vendor invoices; coordinate budget estimates and expense forecasting with management.
- Customer-facing communication and integration: engage directly with customers and key stakeholders to gather requirements, provide status updates, resolve procurement/property issues, coordinate deliveries/transfers, and ensure alignment between customer needs, IS, contracts, and project teams.
- Government property administration: manage acquisition/receipt from government, accountability and tracking, physical tagging, audit support, disposition, and coordination with project managers and other locations.
- Maintain and manage purchasing queue/ticketing system, approval workflow, and SLA tracking for purchase requests.
- Coordinate direct and indirect purchases with Information Systems, manage returns, and maintain budget sheets.
- Provide cross-functional coordination across IS, contracts, finance, and projects to ensure timely procurement and property control.
- Teach or develop government property administration processes for staff as needed.
Requirements
- 3-5 years of relevant purchasing and/or government property administration experience preferred.
- Eligible for or holding security clearance; Secret preferred.
- Strong communication skills with the ability to communicate clearly and concisely across technical and non-technical stakeholders including tailoring messages to the appropriate audience, documenting decisions, and driving timely resolution.
- Hands-on experience with Deltek Costpoint, specifically Purchase Requisition, Purchase Order, and Government Property modules.
- Knowledge of government property regulations, tagging, tracking, audit processes, and disposition procedures.
- Experience managing ticketing/purchase queue systems, purchase tracking, SLA management, and vendor invoice reporting.
- Strong coordination skills with Contract Administration, Information Systems, project managers, and finance; experience with budget estimates and expense forecasting.
- Familiarity with IT hardware and software lifecycle and procurement (servers, workstations, networking gear, peripherals, licenses, flight simulation equipment); experience with asset/CMDB tools, barcode/RFID tagging, configuration management, and basic networking/cloud concepts (Windows/Linux, Active Directory, Azure/AWS) to support accurate property tracking and IS coordination.
- Work location: Aptima's Ohio office or Wright Patterson AFB depending on customer needs. Must be in-person 3-4 days per week (most government property and IS staff are on-site; many items are drop-shipped/transferred to locations near this office).
- Willingness to be trained in Government Property Administration if needed.

Salary Description
$83,000-$95,000 per year
