Project Manager Job Overview: PM is responsible for the overall contract performance and must be dedicated to only this PWS and not serve in any other capacity under this contract. Project manager activities include direction to personnel, assigning staff, maintaining budget and deadlines, coordination with subcontractors, execution of scope of work, managing resources and overall preparation of deliverables. The PM must have full authority to act for the Contractor on all contract matters relating to the daily operations of this contract. The PM must be permanently on site during normal operation hours to instruct and supervise their personnel. Provides broad program oversight over a large, multifunctional service contract. Exercises independent judgment as well as high level and analytical skills in solving managerial, technical and administrative problems. Serves as the contractor's authorized interface with the Government Contracting Officer (CO) and the Contracting Officer's Representative (COR), and agency representatives. Position may coordinate proposal preparation, statements of work and specifications, estimation of product/service costs, negotiation and administration of contracts. Establishes milestones and monitors adherence to program requirements and schedules. Position directs the performance of program functional task elements such as procurement, quality control, logistics, and administrative functions. Conducts training and maintains records of compliance. The PM must be capable of obtaining, and be responsible for using, a government-issued common access card (CAC). Qualifications: The PM shall possess a recognized four-year college degree in engineering, business management, or related field. Project Manager shall have a minimum of 5 years of experience managing and supervising facility maintenance contracts. Project Manager shall possess a knowledge of codes and standards applicable to maintenance services associated with the contract. A detailed resume must be submitted to the KO or their designee for approval prior to the assignment of the project manager to the Contract.
